Description
The Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), AFTC/PZZF, Edwards AFB, CA, hereby issues this Combined Synopsis/Solicitation and Notice of Intent to award a sole-source, Firm-Fixed-Price (FFP) purchase order. This transaction is conducted pursuant to RFO 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," as implemented by RFO FC 12.201-1, "Simplified procedures."
The Government intends to award a sole-source contract exclusively to ACG Systems, Inc. (CAGE: 1FRK9; COTS Vendor/Small Business), located at 133 Defense Highway, Annapolis, MD 21401-7023.
2. REQUIREMENT DESCRIPTION:

3. DETERMINATION AND JUSTIFICATION: ACG Systems, Inc. is the Original Equipment Manufacturer (OEM) and maintains a strict direct-sales model with zero authorized third-party distributors or resellers for Air Force acquisitions. The required hardware represents an expansion of the existing URC-300 baseline telemetry suite integrated under previous contract FA9302-22-F-G596. This equipment is technically required to natively interface with the B-52 CERP Mobile Telemetry Van's proprietary CM-350 V2 control protocols and must satisfy mandatory military TEMPEST/EMI shielding requirements. Procurement of alternative commercial hardware is legally and economically restricted. Sourcing non-ACG hardware would render the existing subsystem entirely inoperable, resulting in a direct, severe duplication of hardware and integration labor costs. Furthermore, introducing an uncertified brand would trigger a mandatory, comprehensive TEMPEST recertification of the Mobile Telemetry Van and introduce a critical 6-to-9-month laboratory testing delay. This delay would halt telemetry flight-test support, directly threatening overall B-52 engine replacement timelines and Chief of Staff of the Air Force (CSAF) operational readiness targets. In accordance with RFO policies, this requirement cannot be satisfied through any mandatory source, including AbilityOne or UNICOR.
4. RESPONSE INSTRUCTIONS AND POINT OF CONTACT: This notice of intent does not constitute a competitive Request for Quotes (RFQ) or Request for Proposals (RFP). However, in accordance with RFO FC 12.202, any responsible source that believes it can satisfy the aforementioned requirements may submit a formal capability statement. To be considered, any prospective challenger must submit written, legally binding documentation demonstrating: A) Direct, unmodified technical compatibility with the proprietary CM-350 V2 Remote Control Unit protocols. B) Current military TEMPEST and EMI certification data for integration into 419FLTS classified shelters. C) Explicit, written authorization from the OEM (ACG Systems, Inc.) verifying reseller or distributor status. All capability statements must be submitted via email to Contract Specialist/Contracting Officer Josiah Broadway at josiah.broadway@us.af.mil no later than September 3, 2026, at 12:00 PM Pacific Standard Time (PST). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
