The City of Salem is requesting proposals for the East Bottom Small Area Plan, an implementation-oriented amendment to the City of Salem Comprehensive Plan. The project includes an existing conditions assessment, public and stakeholder engagement, land use, housing, and economic analysis, transportation and infrastructure assessment, environmental and flood mitigation assessment including environmental justice review, preservation and neighborhood stabilization strategies, industrial preservation and economic resilience strategies, community character and design recommendations, evaluation of the rail corridor and historic train station, future land use framework, and an implementation strategy with regulatory recommendations and funding opportunities. This is a single fixed-fee planning project with no renewal periods, and the contract will remain in effect until the plan is completed, accepted, and adopted or terminated. Proposals must include fixed fees per task, hourly rates, and total fixed fee.
