Description

The U.S. Geological Survey (USGS) has arequirement for a sole source Purchase Order with Campbell Scientificfor datalogger systems.  The period of performance of the resultingaward will be 60 days after award. USGS-Department of State Landslide Disaster Assistance Team(LDAT) plans to purchase data loggers and accessories required to maintain datacollection at landslide monitoring sites. To ensure continuity of operationsand establish new landslide monitoring sites, LDAT is purchasing commonaccessories and replacement parts that are most likely needed to ensure thatparts are readily available for prompt donation and installation on an asneeded basis.Therefore,it intends to make a direct award to Campbell Scientific on a solesource basis under the authority of FAR Overhaul (RFO) 12.102(a).  This is not a request for competitive quotationsor proposals but rather an intent to award sole source notification.Questions or concerns may be addressed to the Contract Specialist, JonathanWyatt at jonathan_wyatt@ios.doi.gov no laterthan 09/09/2026. The U.S. Geological Survey (USGS) considers employeesignatures to be Personal Protected Information, and therefore all employeesignatures have been redacted. By posting this document, the ContractingOfficer attests all appropriate signatures have been obtained.    1.Contracting Agency and Activity The Department of the Interior, United States Geological Survey (USGS), Reston ScienceAcquisition Branch.2.Nature of Action Being Approved.New contract for CampbellScientific monitoring equipment.3.Description of Supplies or Services.The U.S.Geological Survey (USGS), Natural Hazards Mission Area requests award of anoncompetitive procurement to Campbell Scientific for a variety of dataacquisition and control equipment to repair, replace, or install donatedtechnical assistance instrumentation for landslide monitoring. The anticipatedperiod of performance is 60 days after award. 4.Statutory Authority Theproposed action may be awarded on a sole source basis under the authority ofFAR Overhaul (RFO) 12.102(a). 5.Rationale Supporting Use of Citation in No. 5.The requisition requests Campbell Scientific products to meet uniquerequirements of compatibility with existing USGS monitoring systems. Theseinclude such items as: (1) robust field serviceability, (2) specificallydesigned for landslide applications, and (3) especially compatible withexisting USGS Landslide Hazard Program data storage and archiving systems toensure data sharing and support. The data loggers are uniquely made to workwith a variety of different vendors¿ sensors and work with USGS data analysisprograms. No other instrumentation will meet the unique operational and endusers needs of this equipment.  6. TheEfforts to Identify Additional Sources Including the Market Research Conducted.Market research consisted ofconducting internet searches and reviewing other known vendors and equipment ofADCP¿s. Other systems are costly and bulky and would require more work to carryextra gear. No other remote system or attachments were available that would notcompromise the quality of streamflow data collection with a TRDI instrument.  7. OtherInformation. The requested instrumentation from the selected vendor (CampbellScientific) has been carefully selected to make existing landslide monitoringnetworks more robust and compatible. Selecting instrumentation from anothervendor do not meet these requirements; Changingsystem components at this stage would require at least two personnel to learnnew systems which is cost-prohibitive from a labor standpoint (i.e., any costsavings in equipment would be lost by estimated 4 pay period cost expenditureson labor per personnel),  hinder data sharingbetween counterparts, and prevent USGSfrom providing the requisite remote and in-country support for installation andmaintenance to LDAT counterparts. 8.  The Efforts to IdentifyAdditional Sources Including the Market Research Conducted. The efforts to identify additionalsources included a review of available market information, including thetechnical specifications provided by different manufacturers; assessinginteroperability of data loggers, sensors and processing software; and reviewingprior USGS procurements for similar monitoring applications. Market researchevaluated which commercially available manufacturers of data sensors andloggers could meet USGS operational requirements, including field durability,compatibility with multi-vendor sensors, and alignment with USGS standardoperating procedures for data collection and processing. The market researchdetermined that only Campbell Scientific data loggers and sensors meet all therequired field performance, field robustness, and sensor compatibilitycriteria. 9.  Future Plans to PermitCompetition. The barrier to competition is the lack of interchangeability between othermanufacturers¿ base system components and those of Campbell Scientific. Futurerequirements for same/similar items will be competed to the maximum extentpossible.
