The City of Springfield is seeking proposals from qualified firms/providers for services of a Program Consultant to provide, as an extension of City staff, program-specific services to assist in the development and management of Spring Forward SGF. The consultant should have experience consulting to municipal agencies on multi-year, multi-project capital programs aimed at transformational results through high-quality investments. One firm with multiple relevant disciplines is preferred over teams of collaborating firms or individuals. A non-mandatory pre-proposal conference will be held via videoconference on September 10, 2026.
