The Las Vegas Convention and Visitors Authority (LVCVA) is seeking a Consultant to guide the procurement of a new Human Capital Management (HCM)/Human Resource Information System (HRIS) solution. - Government Buyer: - Las Vegas Convention and Visitors Authority (LVCVA), Clark County, Nevada - Scope of Services: - Advisory support for defining requirements, market scanning, RFP development, vendor evaluation, contract negotiation, and implementation planning for HCM/HRIS - Consultant will not provide software implementation or training services - Current Environment: - Existing systems include PDS Vista HCM (HR/payroll), NEOGOV (recruitment/learning), Workforce (time/attendance), Tyler Enterprise ERP (finance), Ingentis (org charts) - Consultant Requirements: - Must have experience preparing at least five HCM/HRIS RFPs - Must be independent; companies that develop or sell HCM/HRIS software are excluded from participation - Deliverables: - Requirements catalogues, market scans, RFP packages, evaluation tools, demonstration scripts, contract negotiation support - Engagement Details: - Combination of on-site and remote work; on-site presence required for key workshops and presentations - No specific OEMs or vendors are named for the new HCM/HRIS system; the Consultant will facilitate the selection process - Notable Requirement: - Strict independence from HCM/HRIS software vendors to ensure unbiased advisory

The Las Vegas Convention and Visitors Authority (LVCVA) is seeking a Consultant to advise and support the procurement of a new Human Capital Management (HCM)/Human Resource Information System (HRIS) solution. The Consultant will assist in defining requirements, identifying software options, conducting a competitive solicitation or RFP, evaluating vendors, supporting contract negotiations, and assessing functional fit. The engagement aims to support comprehensive human resources and payroll functions. The Consultant is expected to provide advisory services throughout the procurement process, including market scanning, RFP development, proposal evaluation, contract review, and implementation planning guidance.
