NAVSUP Fleet Logistics Center Puget Sound (FLCPS), part of the Department of the Navy, is seeking a web-based data analytics and visualization platform to support Navy Region Northwest housing programs. - Government Buyer: - Department of the Navy, NAVSUP Fleet Logistics Center Puget Sound - Office: Puget Sound (FISCPS) - Scope of Work: - Subscription access to a data analytics platform for multi-family and single-family rental and occupancy intelligence - Coverage includes four Navy installations in Washington: Naval Base Kitsap, Naval Station Everett, Naval Air Station Whidbey Island, and Naval Magazine Indian Island - Platform must provide real-time rental market data, GIS mapping, pipeline forecasting, and one-click reporting - Access for up to two users - Products Requested: - Data Analytics Program (part numbers: 0001, 1001, 2001, 3001, 4001) - Data Analytics Program Option (part numbers: 0002, 1002, 2002, 3002, 4002) - Each line item represents a one-year subscription, with a base year and four option years - Unique Requirements: - Must support DoD unique identification or recognized equivalent - Features include Build-to-Rent & Single-Family Rentals overlay (per PWS paragraph 3.6) - Firm-fixed-price contract - SBA set-aside for eligible vendors - No specific OEMs or vendors are named in the solicitation - Evaluation criteria include price, technical capability (including delivery date), and past performance

Description

Fleet Logistics Center Puget Sound (FLCPS) intends to solicit for a software subscription (service) for housing analytics for multi-family and single-family rentals and occupancies within the Pacific Northwest, Washington.

The Government will evaluate the offeror’s price for reasonableness and past performance as part of the responsibility determination in accordance with RFO 12.203. 

All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. 

Quotes will be evaluated in accordance with RFO 12.203, the Government will select the most advantageous offer based on the following evaluation factors: technical including delivery date, price, and past performance in no order of relative importance.
