USDA APHIS Wildlife Services Oregon and Guam offices are seeking to procure a Hybrid P25 Satellite Radio System to improve statewide and territorial communication coverage. - Government Buyer: - USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services Oregon and Guam - Radio Manager (Oregon), Guam office - OEMs and Vendors: - Icom (manufacturer of radios) - JPS (manufacturer of gateways) - Products Requested: - SAT100M Satellite Push-to-talk Devices (7 units) - Icom 7510S Mobile Radios (7 units) - Icom 7010S Portable Radios (6 units) - GPS Antennas for base radios and vehicles (13 units total) - External Satellite Antennas AH-40 or similar (6 units) - Interface cables for radios and gateways (multiple types, 14 units total) - JPS Gateway with AC power supply (1 unit) - LTE Router with dual First Net/4G/LTE modems (1 unit) - Enclosed 14U cabinet and mounting hardware (multiple items) - Surge protection, fuse holders, voltage wire, mounting plates, and other installation accessories - Services Requested: - One year of satellite service for seven push-to-talk satellite radio devices - Activation service for seven satellite radio devices - Training, support, warranty, and delivery included - Unique/Notable Requirements: - System must support multiple talk groups, encryption (AES/DES, FIPS-2 AES), GPS tracking, and interoperability with federal and state agencies - Delivery lead times required; preference for shortest shipment time - All equipment must be installed with proper mounting, surge protection, and power management - Small business set-aside under NAICS 334220 - Mandatory registration in SAM prior to contract award

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12639526Q0289 is issued as a Request for Quotation (RFQ) for Hybrid P25 Satellite System equipment. Please see the Statement of work for additional information.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334220.  The small business size standard is 1,250 employees.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.

ALL CONTRACTORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) PRIOR TO CONTRACT AWARD, no later than the solicitation response date of September 14, 2026 @ 11:00 am Central Time. If your SAM record is not Active prior to quote, it will not be considered.
