Procurement of SaaS Video Streaming Platform and Associated Services for U.S. Courts

The Administrative Office of the U.S. Courts (AOUSC), including the Office of Public Affairs and Federal Judicial Center (FJC), is seeking a commercial Software-as-a-Service (SaaS) video streaming platform to support the Federal Judiciary's video-on-demand programming. - Government Buyer: - Administrative Office of the U.S. Courts (AOUSC) - Office of Public Affairs - Federal Judicial Center (FJC) - Products/Services Requested: - SaaS video streaming platform for hosting, management, and distribution of recorded audio/video media - Monthly storage (up to 18,000 GB per month) - Bandwidth (up to 6,000 GB per month) - Transcoding services (up to 19,500 minutes per month) - Service Line Items: - Video Streaming Platform (12 months per year, base year plus six option years and a six-month extension) - Monthly Storage (18,000 GB per month, 12 months per year) - Bandwidth (6,000 GB per month, 12 months per year) - Transcoding (ranging from 18,000 to 19,500 minutes per month, 12 months per year) - Unique/Notable Requirements: - Platform must provide integrated content management, adaptive streaming, transcoding, analytics, and 24/7 monitoring - High availability (99.9%) and secure user accounts with two-factor authentication - Compliance with Judiciary IT standards - Preferred features: single sign-on, content editing, automatic closed captions, multi-language audio, Google Analytics integration - Firm fixed price contract with monthly invoicing based on consumption - No specific OEMs or vendors are named; the requirement is for a commercial off-the-shelf (COTS) solution - The procurement is unrestricted and not set aside for small business

Description

This is a solicitation for Streaming Media Hosting, Management, and Distribution Services prepared in accordance with the Administrative Offices of the U.S. Courts Judiciary Guide, Chapter 325 Small Purchase Procedures of Volume 14, as supplemented with additional information included in this notice.  This solicitation is for a commercial off the shelf (COTS) media streaming (SAAS) platform.

All responses shall be submitted via email to Kelly_Weidner@ao.uscourts.gov and David_Kelley@ao.uscourts.gov.  Any other type of submission of responses shall not be accepted.

Responsible sources shall follow the instructions in the attached RFQ in order to be considered.  Questions are due by 2:00PM EST Sep. 8, 2026. Responses to this solicitation are due by no later than 2:00PM EST Sep. 17, 2026. This requirement is unrestricted and not set aside for small business as the Judiciary does not abide by the FAR for open market.
