Attending Veterinarian Services for ERDC Environmental Laboratory Animal Care Program

The U.S. Army Corps of Engineers, Engineer Research and Development Center Environmental Laboratory (ERDC-EL) in Vicksburg, MS, is seeking a qualified Attending Veterinarian (AV) to support its Animal Care and Use Program. - Government Buyer: - U.S. Army Corps of Engineers - Engineer Research and Development Center Environmental Laboratory (ERDC-EL) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the requirement is for professional veterinary services. - Services Requested: - Attending Veterinarian Services for ERDC-EL IACUC Program - Semiannual facility inspections - Attendance at up to four Institutional Animal Care and Use Committee (IACUC) meetings annually - Support during AAALAC and ACURO inspections - Written reports within 10 days of inspections - Annual Review and Update of the Program of Veterinary Care (POVC) - Annual revisions and updates for new species - Technical and Veterinary Guidance - Unlimited remote and in-person consultation with 24-hour response during business hours - Reports within 10 days - Emergency Veterinary Services - Up to 20 on-site emergency clinical care visits - Onsite response within 4 hours of notification - Emergency reports within 5 days - Leadership Coordination Meetings - Quarterly meetings with IACUC Chairperson - Reports within 10 days - Unique or Notable Requirements: - AV must hold a DVM or VMD from an AVMA-accredited institution - Active, unrestricted Mississippi veterinary license - Minimum five years' experience in an AAALAC-accredited laboratory animal care program - Expertise in laboratory animal science and care for aquatic, amphibian, reptilian, avian, and mammalian wildlife species - Base of operations within 200 miles of Vicksburg, MS for 4-hour emergency response - Compliance with DoD ACURO, AAALAC accreditation, and Animal Welfare Act - Travel reimbursed per DoD Joint Travel Regulations - Periodic meetings, inspections, and annual reviews required

The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC), Environmental Laboratory (EL) in Vicksburg, MS, is issuing this Presolicitation / Sources Sought Notice to identify qualified and interested sources capable of providing non-personal Attending Veterinarian (AV) services.  This notice is part of market research to determine the availability of qualified small and large business contractors, as well as to seek industry feedback on the attached draft Performance Work Statement (PWS).

GENERAL INFORMATION & INSTRUCTIONS

1. Purpose of this Notice

The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC), Environmental Laboratory (EL) in Vicksburg, MS, is issuing this Presolicitation / Sources Sought Notice to identify qualified and interested sources capable of providing non-personal Attending Veterinarian (AV) services.

This notice is part of market research to determine the availability of qualified small and large business contractors, as well as to seek industry feedback on the attached draft Performance Work Statement (PWS).

2. Acquisition Strategy

The Government intends to issue a competitive solicitation for these services. This notice requests the submission of capability statements from interested parties to verify the pool of qualified contractors and to assist in finalized acquisition planning.

3. Submission Requirements for Capability Statements

Interested firms must submit a Capability Statement (not to exceed 5 pages, excluding resume/license attachments) demonstrating their ability to perform the services outlined in the draft PWS. Submissions must include the following information:

A. Company Profile

Company Name, Address, and Website. Unique Entity ID (UEI) and CAGE Code. Business Size and Type under NAICS 541940 (e.g., Small Business, 8(a), SDVOSB, WOSB, HubZone, Large Business). Point of Contact (Name, Title, Phone Number, and Email).

B. Technical Capability & Qualification Criteria

Vendors must explicitly address and provide proof of the following mandatory qualifications:

Professional Degree: Provide proof of a Doctor of Veterinary Medicine (DVM or VMD) degree from an AVMA-accredited institution. Professional Licensure: Provide proof of active, unrestricted licensure to practice veterinary medicine in the State of Mississippi. Core Experience: Provide a detailed narrative or resume demonstrating a minimum of five (5) years of experience serving as an Attending Veterinarian (AV) within an AAALAC-accredited laboratory animal care and use program. Species Expertise: Detail specific scientific experience in laboratory animal science/medicine and the care of specific species maintained by ERDC-EL (including aquatic, amphibian, reptilian, and avian species, as well as mammalian wildlife species as applicable to environmental research). Geographic Proximity: Confirm that the primary base of operations is located within 200 miles one way of the ERDC-EL facilities in Vicksburg, MS, to meet the mandatory 4-hour emergency on-site response window.

C. Past Performance

Provide up to three (3) references for similar services performed within the past five (5) years. Include the contract number, client organization, a brief description of the scope, and a reference contact (name, phone, and email).
