Wilson III, Ph.D. - Products/Services Requested: - Scientific consultant writing and editing services - Support for research projects in aging biology, neuroscience, and clinical studies (e.g., Baltimore Longitudinal Study of Aging) - Deliverables include scientific manuscripts, abstracts, proposals, protocols, literature searches, and presentations - No products or part numbers specified; services only - Unique/Notable Requirements: - Sole-source, non-competitive procurement - Contractor must possess a Ph.D. or M.D. and have strong scientific writing experience - Contract supports the NIA Intramural Research Program and Translational Gerontology Branch - Base year plus four 12-month option years

THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS/ SOLICITATION TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). 

The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) on behalf of the National Institute on Aging, (NIA), intends to negotiate and award a purchase order on a non-competitive sole source basis without providing for full and open competition to David M. Wilson III, Ph.D., Heusden-Zolder, Belgium.
