The Indian Health Service (IHS), Division of Acquisition Policy HQ, is seeking a contractor to enhance the Vaccine Adverse Event Reporting System (VAERS) through advanced monitoring, analytics, reporting, and automation. - Government Buyer: - Indian Health Service (IHS), Division of Acquisition Policy HQ, Office of Finance & Accounting/DFO - Scope of Services: - Design, develop, and implement an automated vaccine safety monitoring system - Leverage CDC VAERS data and NPTC Vaccine Sentinel Survey for routine surveillance, trend analysis, signal detection, and dissemination - Integrate data ingestion, validation, cleaning, and analysis processes - Develop interactive dashboards, automated reporting, and standardized reports - Provide guidance, training materials, process maps, videos, FAQs, and SOPs - Conduct project management, requirements development, and validation - Deliver final system documentation and knowledge transfer - Notable Requirements: - 100% Indian Small Business Economic Enterprise (ISBEE) set-aside - Firm fixed price contract - No physical products or part numbers requested; all deliverables are services - Off-site work; no travel required - OEMs and Vendors: - No specific OEMs or vendors are mentioned - Period of Performance: - Contract runs from September 21, 2026, to July 31, 2027 - Final quarterly report due by August 20, 2027 - Final invoice submission allowed within 60 days after July 31, 2027

Description

This requirement is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside. Quotes will be considered only from eligible ISBEEs under the applicable NAICS code.

This is a combined synopsis/solicitation for commercial services in accordance with RFO FAR Part 12. The Indian Health Service intends to award a firm fixed price purchase order for Vaccine Adverse Event Reporting System (VAERS) Monitoring, Analytics, Reporting and Automation Enhancement. This solicitation is issued as Request for Quotation (RFQ) No. 75H70426Q00050.
