PRE SOLICITATION NOTICE Woodworking Workshop BPA Calls

Department of Veterans Affairs (VA) VA Caribbean Healthcare System In accordance with Federal Acquisition Regulation (FAR)/Revolutionary FAR Overhaul (RFO) 12.201 1(c)(2)(i) and FAR/RFO 5.101(a), the Department of Veterans Affairs is providing notice of a proposed contracting action for commercial services. This is not a request for quotation, and no solicitation is being issued at this time. The VA Caribbean Healthcare System (VACHS) intends to solicit and award a future Blanket Purchase Agreement (BPA) for a 5 year period. The solicitation for the Woodworking Workshop Services will be issued as a Small Business (SB) set aside pursuant to FAR Part 19. Requirement Summary: VACHS anticipates ordering woodworking workshop sessions through BPA Calls. Each session will support ten (10) Veterans and will have a duration of three (3) hours. specific quantities, dates, and project details will be identified in each BPA Call. For each BPA Call, the contractor shall provide an action plan outlining how the number of sessions requested will support progressive woodworking development, ensuring that the complexity of the projects can be completed within the timeframe of the sessions ordered. This notice is issued only to inform industry of the upcoming Small Business set aside solicitation. Interested Vendors: Small Business firms that wish to be included in the oral/email solicitation list must email the Contract Specialist indicating their interest in participating. Interested firms must provide:

Responses must be received no later than 08 25 2026 10:00 AM to be added to the email solicitation distribution list.

This pre solicitation only seeks to identify Small Business firms interested in receiving the solicitation.

Contract Type:

Firm-Fixed Price (FFP) at the BPA Call level.

Limitations on Subcontracting (LOS) FAR 52.219 14 Limitations on Subcontracting (DEVIATION 2021 O0008) applies to this Small Business set aside requirement. For service contracts, the Contractor:

Shall not pay more than 50 percent of the amount paid by the Government to subcontractors that are not similarly situated entities. A similarly situated entity is a subcontractor that also qualifies as a Small Business under the same set aside designation. At least 50 percent of the cost of contract performance incurred for personnel must be performed by the prime contractor or similarly situated entities. The Contractor must maintain records demonstrating compliance and immediately notify the Contracting Officer if at any time it believes it may be unable to comply. Failure to comply may result in termination for default, liquidated damages under 15 U.S.C. 645(d), or other remedies
