US Coast Guard seeks Honeywell OEM-authorized repair and evaluation of Color Weather Radar units for MH-60T aircraft

The US Coast Guard Aviation Logistics Center (ALC) is seeking repair and evaluation services for Color Weather Radar units used on MH-60T aircraft. - Government Buyer: - United States Coast Guard Aviation Logistics Center (ALC), Medium Range Recovery (MRR) Product Line Division - OEM Highlight: - Honeywell International Inc. (Cage Code 22373) is the Original Equipment Manufacturer (OEM) for the Color Weather Radar (P/N 7009330-911, NSN: 5821-01-522-5712) - Repairs must be performed by Honeywell or an OEM-authorized repair facility - Vendors: - Only OEM-authorized concerns with traceability and certification are eligible - Products/Services Requested: - Repair services for 6 Color Weather Radar units (P/N 7009330-911) - Test and Evaluation (TTE) / No Fault Found (NFF) for 6 units - Beyond Economic Repair (BER) / Scrap processing for units deemed beyond repair - Line Item Details: - 6 Color Weather Radar components to be repaired and returned airworthy - Evaluation services for 6 units - BER/Scrap fee applies if a unit is beyond repair - Unique Requirements: - Repairs must restore components to airworthy condition per OEM specifications, including corrosion treatment - Strict documentation, certification, and serial number tracking required - Offerors must provide traceability to the manufacturer, Certificate of Conformance (COC) per FAR 52.246-15, and the manufacturer's COC - No technical drawings or schematics are available from the agency - Delivery Timeline: - 15 days for test/evaluation after receipt of components - 60 days for repair completion after induction - Only OEM-authorized providers with the required expertise and capabilities are invited to submit offers.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000353 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order will be awarded for the repair of the Color Weather Radar on a sole source basis to the Original Equipment Manufacturer (OEM), Honeywell International Inc. (Cage Code 22373) as a result of this synopsis/solicitation. Pricing should be provided on “Attachment 1 – Schedule - 70Z03826QJ0000353”.

The OEM of this item is Honeywell International Inc. (Cage Code 22373). All repairs shall be performed by the OEM or an OEM authorized repair facility. Concerns that are OEM authorized, have the expertise and required capabilities to repair this item are invited to submit offers in accordance with the requirements stipulated in this solicitation.

The contractor shall furnish a Certificate of Conformance (COC) IAW Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause.  Offerors must be able to provide necessary certification including traceability to the manufacturer, manufacturer's COC and its own certificate of conformance.
