El Paso Water Utilities is seeking competitive proposals for the McCombs 30-Inch Well Collector Line Replacement project, a major water infrastructure upgrade in El Paso, Texas. - Government Buyer: - El Paso Water Utilities Public Service Board - Purchasing & Contracts Administration - Products Requested: - Extensive installation of Polyvinyl Chloride (PVC) and Ductile Iron (DI) water mains (6-inch to 42-inch diameters) - Steel casing via boring method (24-inch to 54-inch diameters) - Vertical gate valves with manhole assemblies (6-inch to 42-inch) - Air/vacuum combination valve assemblies (4-inch and 6-inch) - Blow-off valves with manhole assemblies - Tapping sleeves with valves (24x8-inch, 42x30-inch, 30-inch wet-tap) - Fire hydrant assemblies (removal of 6, installation of 7) - Water service reconnections (101 units) - Concrete and pavement restoration (curb, gutter, sidewalk, driveway, culvert box, HMAC pavement, crushed stone base, mill and overlay) - Sewer main installation and repairs (various sizes, including 12-inch PVC SDR-26, 4-inch to 24-inch replacements) - Manhole installation (48-inch diameter, additional depth, cured-in-place liner) - Line stops at connection points (8 units) - Cathodic protection test stations - Services Requested: - Video recording of construction site pre and post construction - Sewer and water bypasses as required - Unique/Notable Requirements: - All steel and iron materials must comply with Build America, Buy America Act (BABA) - Compliance with TPDES stormwater permits and prevailing wage laws - Geotechnical and corrosivity testing inform construction methods - Bid, performance, and payment bonds required - Liquidated damages for milestone delays - No specific OEMs or vendors are named; however, the project requires materials from recognized manufacturers of PVC, DI pipe, steel casing, valves, and hydrants.

Description

This solicitation is for the construction and installation of the McCombs 30-Inch Well Collector Line Replacement project. The work includes installation of various sizes of PVC and ductile iron water mains, steel casing via boring method, vertical gate valves with manhole assemblies, air/vacuum combination valve assemblies, blow-off valves, tapping sleeves with valves, fire hydrant assemblies, water service reconnections, curb and gutter, sidewalks, concrete driveways, concrete culvert box, pavement replacement and overlay, sewer main installation and repairs, manhole installation, line stops, sewer and water bypasses, cathodic protection test stations, and other related site work as specified in the plans and technical specifications. The project requires furnishing all labor, materials, transportation, and services necessary for proper installation.
