The U.S. Government Publishing Office (GPO) is seeking proposals for comprehensive removal services for non-hazardous debris, recyclable scrap metal, and paper dust at its facility. - Government Buyer: - U.S. Government Publishing Office (GPO) - Plant Operations Division (Lot 50, Rear of Building B Garage) - Agency Support Operations Division (Buildings Operational) - Products/Services Requested: - Provision of two 40-yard roll-off dumpsters for debris - Provision of one 30-yard roll-off dumpster for recyclable scrap metal - Exchange of one 30-yard roll-away trash compactor at Building C loading dock twice weekly (Tuesdays and Fridays) - On-call and scheduled removal, transportation, recycling, and disposal of non-hazardous debris, recyclable scrap metal, and paper dust - All labor, equipment, transportation, permits, and disposal services included - Unique/Notable Requirements: - Pickup response for dumpsters within 24 hours of request - Revenue from recycled metal must be remitted to GPO with certified weight tickets and monthly accounting - Weekly tonnage reports required - Cleanup of any spilled debris is mandatory - Compliance with OSHA, EPA, DOT, Federal, and District regulations - Trash compactor exchanges rescheduled if on holidays or government closures - Weekly invoicing after each compactor exchange - No specific OEMs or vendors are named in the solicitation.

This is a presolicitation notice for a competitive solicitation that GPO intends to post on or about July 17th, 2026. The scope of work includes:

The United States Government Publishing Office (GPO) is constantly under renovation due to office moves, production improvements, infrastructure modifications, and facility maintenance. As a result, GPO requires on-call and scheduled removal of non-hazardous debris, recyclable scrap metal, and paper dust. GPO’s Plant Operations Division requires two (2) 40-yard roll-off dumpsters and one (1) 30-yard recyclable metal roll-off dumpster. The Contractor shall furnish all labor, equipment, roll-off dumpsters, transportation, permits, and disposal services necessary to provide on-call removal, transportation, recycling, and disposal of non-hazardous debris, and recyclable scrap metal generated by GPO.

The United States Government Publishing Office has 3 shifts in the building, and it is imperative that the trash be removed for the health and safety for all the employees at GPO. As a result, GPO requires the trash compacter be exchanged every Tuesday and Friday. This statement of work covers the trash compacter exchange for the trash collected for GPO’s Building A, B, C and D.

A site visit will be scheduled for Tuesday, July 28th, 2026 10:30-11:30AM EST.
