The Federal Bureau of Prisons, FDC Houston, is seeking bids for a wide range of meat products to support its food service operations for one fiscal year. - Government Buyer: - Federal Bureau of Prisons, FDC Houston (Department of Justice) - Products Requested: - 13,000 lbs of 80% lean ground beef (IMPS 136) - 3,500 lbs of 80% lean ground beef patties (IMPS 1136) - 2,500 lbs of beef roast (IMPS 168, 169, 170, 171B, 180) - 2,000 lbs of beef for stewing (IMPS 135A) - 2,000 lbs of boneless skinless chicken breast - 13,000 lbs of boneless skinless chicken white meat - 3,500 lbs of breaded chicken filet - 3,500 lbs of fish fillets (various species, 4-7 oz portions) - 3,500 lbs of boneless turkey roast - Notable Requirements: - All meat products must meet detailed quality, packaging, and labeling specifications (e.g., USDA A quality, FSIS inspection, no added water or binders, specific fat content limits) - Fish fillets must be U.S. Grade A or B and may include Tilapia, Cod, Haddock, Hake, Flounder, Sole, Turbot, Plaice, or Halibut - No organ or tongue meat in beef products; no mechanically separated chicken or MSG in breaded chicken - Products must be delivered frozen and within specified age limits - Packaging must meet minimum thickness and labeling standards - OEMs/Vendors: - No specific OEMs or brand names are mandated; open to commercial suppliers meeting specifications - Contract Details: - Firm-fixed price contract for one year - Evaluation based on price and past performance - Multiple or single awards possible

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Federal Bureau of Prisons - Federal Detention Center (FDC Houston) is issuing a solicitation, 15B51727Q00000002 , for 1st QTR FY 27 Meat line items.  Shipping will be FOB Destination. Deliveries will be from October 01, 2026, to October 15, 2026.  Deliveries will be made to the Food Service Warehouse at 2502 Center Street, Houston, TX 77007. Please include solicitation number 15B51727Q00000002 on subject line when emailing. The contract type is firm-fixed price. The Government reserves the right upon award to make single or multiple awards. The evaluation factors are price and past performance. The Government will award to the responsible offer(s) whose offer, conforms to the solicitation, and is most advantageous to the Government. Failure to deliver within the established time frame will be considered as non-performance under the contract terms. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site www.sam.gov. The deadline for receipt of quotes is on or before September 08, 2026 at 9:00 a.m. Central Standard Time, Email (dcruz-ayala@bop.gov) and (m2khan@bop.gov). Quotes received after closing date and time will not be considered. Quoted prices must remain good for 60 days after close of the solicitation.  Each offeror is required per 52.212-3 to complete their representations and   certifications via the online Representation and Certification Applications (SAM) at www.sam.gov. Evaluation Factors are price and past performance.  Venders who submit a quote concurs that delivery dates will be met, unless otherwise noted.  Vendors should not quote on items which cannot be delivered for any reason. 

Past performance:  A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating.  FDC Houston will award quoted items to vendors that have a high past performance record IAW FAR 13.106-2(4)(ii) regardless of the quotes with the lowest price.  Quotes from vendors without poor past performance represent the best value when compared to any lower priced quote(s).
