Description

This solicitation is for the development of an operational Emergency Spill Response System (ESRS) capable of rapidly simulating the transport and fate of contaminants in aquatic environments and automatically assessing impacts to drinking water intakes and the Great Lakes ecosystem. The system will be built upon the MIKE 3 hydrodynamic modelling framework and use a real-time decision support platform to integrate live monitoring data, automated meteorological and hydrological forecast ingestion, and contaminant transport modelling into a single web-based system accessible 24/7 by authorized responders without requiring modelling expertise. The system must utilize existing EcoLab templates to model contaminants such as hydrocarbons, sulphate, and mercury, replacing an older specialized system that requires manual data inputs and modelling expertise.
