The Library of Congress is seeking a contractor to provide comprehensive researcher consulting services under a single-award IDIQ contract. - Government Buyer: - Library of Congress - Collection and Services Group (LCSG) - Contracts and Grants Directorate - Researcher and Collections Services (RCS) - Services Requested: - Researcher engagement consulting, including assessment, analysis, and enhancement of researcher experience across 16 reading rooms and online platforms - Discovery Phase: Internal review of current assessment practices, identification of gaps, data silos, and tools; deliverables include a report with recommendations - Implementation Preparation Phase: Develop a unified assessment plan, standardize data collection and reporting, conduct operational prep sessions and training - Meetings and presentations: Kickoff, preliminary findings, final report, implementation plan, operational prep sessions - Program and business process analysis, stakeholder engagement, and quality control - Key Requirements: - Contractor must provide a Project Director and Alternate with relevant experience - Deliverables include reports, presentations, and training sessions - Travel must comply with Federal Travel Regulations - Compliance with federal regulations and detailed technical, past performance, key personnel, and pricing proposals required - No OEMs or specific products are named; the procurement is exclusively for consulting services - Estimated contract value ranges from $10,000 to $3,000,000 - Period of performance spans three years with possible extension up to six months, and task order completion allowed up to approximately four and a half years from contract start

This is a combined synopsis/solicitation being issued under the authority of FAR Parts 12 and 13.5.

The Library of Congress (Library), one of the largest libraries in the world with over 150 million items, is seeking a single award IDIQ contract to continue performing researcher assessment, engagement, and analysis in line with the Library Collections and Services Group’s Strategic Plan. The consulting activities include research of the Library’s onsite and online users, review of the Library’s programs and initiatives, and other consulting activities related to the researcher experience.
