Description
The Department of State extends a previous temporary modification of Category XI(b) of the United States Munitions List (USML) in the interest of national security and foreign policy. This final rule continues the temporary modification of electronic systems or equipment designed for intelligence purposes that collect, survey, monitor, or exploit the electromagnetic spectrum. The extension is for two years, until August 30, 2028, while a long-term solution is developed. The rule is effective August 30, 2026, except for one amendatory instruction effective August 30, 2028.
