The New York State Office of Children & Family Services (OCFS) is offering grant funding to expand Dolly Parton’s Imagination Library (DPIL) in New York City. - Government Buyer: - New York State Office of Children & Family Services (OCFS), Bureau of Contract Management - Division of Administration, Procurement Unit - OEM Highlight: - Dollywood Foundation (Dolly Parton’s Imagination Library) - Vendors/Partners: - Eligible applicants: NYS 501(c)(3) libraries, public library systems, not-for-profit organizations in NYC, or NYC school districts - Products/Services Requested: - Monthly mailing of high-quality, age-appropriate books to children from birth to age 5 - Grant funding up to $50,000 per organization, covering up to 50% of monthly costs for books and mailing - Dollar-for-dollar matching funds required from grantees - All funds must be deposited with the Dollywood Foundation to pay DPIL invoices - Unique/Notable Requirements: - Applicants must have or obtain a Memorandum of Agreement (MOA) with DPIL within 60 days if selected - Not-for-profit organizations must be prequalified in the New York State Finance System (SFS) - Program aims to increase DPIL enrollment and coverage in NYC’s five boroughs - Period of Performance: - Contract term up to 1 year, starting between November 1, 2026 and February 28, 2027 - Final reports due by September 5, 2028

Description

The New York State Office of Children & Family Services (OCFS) is soliciting interest from qualified entities to participate in the Dolly Parton’s Imagination Library (DPIL) program. This community-based program mails free, high-quality, age-appropriate books to registered children from birth until their 5th birthday. OCFS seeks to contract with organizations to provide financial assistance to new and established Local Program Partners to increase enrollment and expand coverage areas within New York City. Grants up to $50,000 will cover up to 50% of the monthly costs incurred by Local Program Partners for books and mailing. Eligible applicants include NYS 501(c)(3) libraries, public library systems, not-for-profit organizations within NYC's five boroughs, or NYC school districts.
