Army Solicits Multi-Lot Solutions for Synthetic Training Environment Virtual Software Modernization

The U.S. Army Contracting Command - Aberdeen Proving Grounds (ACC-APG) Orlando Division is seeking industry solutions for the Synthetic Training Environment (STE) Virtual Software (VSW) modernization project. - Five distinct Lots are being procured: - Lot 1: Common Core Software (CCS) - Enhance and open simulation/rendering engines - Must support 50,000 active entities and low latency - Open SDKs/APIs required for user manipulation and rapid integration - Lot 2: Simulation Application Software (SAS) - Specialized plug-in modules running on Lot 1 platform - Must use government-approved SDK - Lot 3: Hardware-in-the-Loop (HIL) Integration and Test - Real-time integration of simulation engine with RVCT hardware - Hardware API required for seamless hardware/software interaction - Lot 4: Training Management & After-Action Review (AAR) Data Layer - Suite for instructors to plan, execute, and assess training - Real-time event data ingestion for automated AAR and analytics - Lot 5: Enterprise Integration Support - Technical execution agent for DevSecOps, SDK administration, conformance testing, and integration lab operations - Total combined contract value estimated at $250M - Unique requirements: - Open system architecture with published SDKs/APIs - Integration with existing RVCT hardware - Rapid capability delivery and ongoing ecosystem expansion - Certifiable Table II virtual collective training capability - No specific OEMs or vendors are named; multiple contractors will be selected for different Lots - The procurement aims to support combined arms training and future capability integration

Description

The Army Contracting Command - Aberdeen Proving Grounds (ACC-APG) Orlando Division, on behalf of Capability Program Executive Simulation, Training, Test & Threat (CPE ST3), Program Manager Simulation, is issuing this Call for Solutions (CFS) under the Army Open Solicitation (AOS). The objective of this CFS is to solicit the most rapid, cost-effective, and technically sound solution to deliver the following operational outcomes: 1) A Doctrinal Gate to Live Fire; 2) A True Combined Arms Environment; 3) Full Mission Command Concurrency; and 4) Open system architecture with published SDKs and APIs to enable user manipulation and rapid integration of future capabilities.
