Procurement of F-35 HOTAS Simulation Training Devices for Edwards AFB

The U.S. Air Force Materiel Command (AFMC), 412th Test Wing Contracting Office at Edwards AFB, is seeking to procure F-35 Simulation Hands on Throttle and Stick Systems (HOTAS) for desktop training use in the Virtual Air Training System (VATS). - Government Buyer: - U.S. Air Force, Air Force Materiel Command (AFMC) - 412th Test Wing, Edwards AFB, Contracting Office Code FA9302 - Products Requested: - 5 pairs of F-35 HOTAS (Hands On Throttle-And-Stick) desktop units - Replicate aircraft throttle travel and detent logic (no STOVL or engine shutdown functionality) - Plug-and-play USB HID compatible (USB or Ethernet connectivity) - Compatible with Windows, SUSE, and RHEL OS (x86_64 and arm64) - Ruggedized USB Type-B ports, bus-powered operation, shielded cables with ferrite beads - Heavy-duty weighted non-slip baseplates, 1:1 scale F-35 grip replication - High-precision contactless magnetic or solid-state force sensors - Mechanical throttle detents with adjustable afterburner force - Minimum durability: 500,000 operations - Includes calibration software native to Linux - Documented sanitization procedures - 2-year hardware warranty (with options for extended warranty) - Enterprise-level technical support - Spare Parts Package (quoted as separate CLIN) - Includes potentiometers/sensors, buttons, set screws - Individual items over $500 listed separately - Unique/Notable Requirements: - Devices must comply with NDAA Section 889 and Trade Agreements Act (TAA) - Delivery required within 160 days from award (historically 4-6 months) - Minimum 2-year warranty included in base price - Offerors must recommend spare parts package content - All items must meet military durability standards and technical acceptability - No specific OEMs or vendors are named; offerors must provide information and pricing for all contract line items.

Description

This is a Request for Quote (RFQ) Solicitation for the acquisition of F-35 Simulation Hands on Throttle and Stick Systems (HOTAS) at Edwards AFB.

(i) This is a solicitation for commercial supply prepared in accordance with the format in RFO 5.201(c), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (RFO 12.201-1) will be used for this requirement.

Interested parties who believe they can meet all the requirements for the supply described in this solicitation are invited to submit, in writing, a complete quote.

Offerors may utilize the attached SF1449 to complete quote information in addition to a separate quote (in PDF format); ensuring the quote contains information and pricing for all contract line items (CLINs) included on the SF1449. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.

This solicitation is issued as a Request for Quote (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2025-06, DFARS Change 10/24/2025 and DAFAC 2024-1016.

(iv) THIS REQUIREMENT WILL BE: 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) number for this acquisition is 336413 "Other Aircraft Part and Auxiliary Equipment Manufacturing " with a size standard 1,250 employees.

(v) Period of Performance is 160 days ARO.

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The solicitation provides that quotations will be evaluated using Lowest Price Technically Acceptable (LTPA). The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical acceptability. This factor is the: (1) Ability to provide the required F-35 HOTAS as defined in the attached SOR. The agency will first rank quotations according to price, from lowest to highest, and will evaluate the lowest-priced quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.
