The U.S. Coast Guard Surface Forces Logistics Center (SFLC) is seeking overhaul services for Bosch Rexroth Axial Piston Variable Displacement Pumps. - Government Buyer: - U.S. Coast Guard, Surface Forces Logistics Center (SFLC) - OEM Highlight: - Bosch Rexroth Corp. is the sole acceptable manufacturer for the pumps and parts. - Products/Services Requested: - Overhaul of Bosch Rexroth Axial Piston Variable Displacement Pump (Part Number R902439677, NSN 4320-01-588-6101) - Services include: receipt, disassembly, inspection, repair, testing, preservation, packaging, and marking - All overhaul work must follow OEM procedures and use new OEM parts - Quantity: 1 pump (per attachment; solicitation requests 3 units in total) - Unique/Notable Requirements: - Only authorized repair facilities with an OEM authorization letter are eligible - Detailed inspection and test reports, plus photo documentation, are required - Pumps must be preserved for long-term storage and packed in reusable wooden containers - Warranty for defects up to two years after delivery - Compliance with quality assurance standards is mandatory - Delivery to USCG SFLC in Baltimore, MD, Monday through Friday, 8am–1pm - Set aside for SBA; active SAM.gov registration required

Description

  This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR Part 12 - Acquisition of Commercial Products and Commercial Services | Acquisition.GOV and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective, 13 March 2026.

It is anticipated that a firm-fixed-price purchase order shall be awarded as a result of this synopsis/solicitation based on best value. All responsible sources may submit a quotation.  Payments are NET 30 and will be made in accordance with the FAR 52.232-25 Prompt payment clause 52.232-25 Prompt Payment. | Acquisition.GOV.

This procurement is being conducted on a brand name basis. Only products manufactured by Bosch Rexroth Corp. will be accepted.  Vendors must provide a letter from the Original Equipment Manufacturer (OEM) stating that they are an authorized repair facility.  Failure to provide this documentation will result in the vendor’s offer being deemed non-responsive.

Evaluation Criteria

1. Technical Acceptability

The Government will evaluate each quote to determine whether the offered products meet all of the requirements specified in the solicitation, including: Brand name Bosch Rexroth Corp. Provision of an OEM authorization letter. Compliance with all packaging, preservation, and marking requirements as specified.  Quotes that do not state that the requirement can be met will not be considered. Ability to meet or exceed the required delivery schedule.

2. Price

Quotes will be evaluated for fairness and reasonableness of price. The total evaluated price will be the sum of all line items, include shipping cost into item pricing.  Quotes with a separate line item for shipping will not be considered.

3. Past Performance

The Government may consider the vendor’s past performance with the U.S. Coast Guard or other federal agencies, if available and relevant. The Government reserves the right to use information from sources other than those provided by the vendor.

4. Responsibility

The vendor must have an active registration in SAM.gov prior to award. The vendor must not be debarred or suspended from doing business with the federal government.
