NOTICE OF INTENT TO AWARD SOLE SOURCE
The 772d Enterprise Sourcing Squadron (772 ESS) intends to award a Firm-Fixed-Price (FFP) contract to a single source, DIGITAL SCIENCE & RESEARCH SOLUTIONS, INC., under the authority of RFO 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) on 18 September 2026. The period of performance (PoP) shall be: 30 September 2026 – 29 September 2027.

Product Description:
The mission of the Department of Defense (DoD) Morale, Welfare, and Recreation (MWR) Libraries is to support military personnel assigned to contingency operations, remote sites, and military missions in accordance with DoDI 1015.10, Military Morale, Welfare, and Recreation Programs. To support mission readiness, voluntary education, and quality of life, DoD Libraries require a AI literature monitoring solution.
The Department of the Air Force (DAF), requires a document delivery point plan. Such subscription shall specialize in AI powered literature management and systematic literature review solutions and make it possible to organize, discover, understand and synthesize research materials.
1. Shall provide a database of 150 million+ publications and enhanced by a AI literature monitoring solution that streamlines research workflow the latest scholarly literature and get seamless access to full-text articles
2. Shall be able to summarize articles, translate them into different languages, simplify complex concepts, and more
3. Shall provide systematic literature review process together into a single AI-powered platform, saving time and minimizing the chance of errors.
4. Shall provide document delivery that streamlines full-text access with one-click ordering. When researchers find an article, they need the browser extension displays a `Get PDF' button, showing the cost and delivery time. Articles are delivered directly to the library
5. Shall be able to provide access to over 140 million scholarly articles
6. Shall be able to provide access to hard sciences journal articles to include conference abstracts, grants, patents, clinical trials and more
7. Shall provide over 10,000 citations
8. Shall provide articles from publishers such as Elsevier, IOP
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received by 2 September 2026, 12:00 PM, CST for this notice. The Government will not pay for any information received in response to this announcement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
