Lone Star College System (LSCS), the largest higher education institution in the Houston area, is seeking a qualified technology partner to design, architect, develop, integrate, and implement a comprehensive Career & Transfer Solution. - Government Buyer: - Lone Star College System (LSCS), Procurement Department - Scope of Work: - Design and build an institution-owned digital ecosystem, including: - User web portal for students, alumni, and advisors - Enterprise data warehouse - Microsoft Power BI analytics layer - Integrate with existing third-party applications (PeopleSoft, Microsoft 365, SharePoint, Power BI, and others) without replacing them - Deliverables include all custom-developed source code, integrations, data models, and documentation, which will become the exclusive property of LSCS - Services required: - Current-state assessment - Future-state architecture - Secure data integrations (APIs, SFTP, file feeds) - Data governance frameworks - Cybersecurity compliance (FERPA, Texas DIR, NIST, CIS, OWASP, SEI CERT) - Comprehensive knowledge transfer for long-term ownership - Unique/Notable Requirements: - All custom components and documentation must be institution-owned - Emphasis on data governance, cybersecurity, and integration with existing systems - Open to qualified technology partners with higher education digital transformation experience - No specific OEMs or vendors are named; the RFP is open to all qualified technology partners.

Description

This Request for Proposal (RFP) is issued by the Lone Star College System for consulting services to assist in the design, architecture, development, and implementation of a Career & Transfer Solution. The solution aims to create a unified, institution-owned digital ecosystem that connects students to educational attainment, career readiness, workforce opportunities, transfer success, internships, apprenticeships, employer engagement, and lifelong alumni involvement. The project includes developing an institution-owned user web portal that integrates with existing third-party applications and a new enterprise data warehouse to support analytics and reporting.
