This announcement is a Sources Sought Notice for information and market research purposes only. This notice does not constitute a request for proposal, request for quote, or invitation for bid. This notice does not constitute a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this announcement is strictly voluntary. This information will be used to determine the availability of contractors capable of meeting the Government’s minimum requirements. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. Telephone calls will not be accepted. Any questions regarding this notice shall be submitted in writing.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Jacksonville (FLCJ) is seeking sources to determine the availability of vendors that can provide Air Traffic Control and Flight Planning Services for U.S. Naval Station Guantanamo Bay (NSGB), Cuba.
A DRAFT Performance Work Statement (PWS) is attached containing further details.
Any potential contract resulting from this notice is anticipated to be a firm-fixed price (FFP) type contract.
Required Start Date
Performance is estimated to commence on 1 April 2027. The period of performance is estimated to consist of a 12-month Base period and four, 1-year option periods and will include FAR clause 52.217-8, Option to Extend Services, to provide an additional 6 months of performance.

Interested sources are invited to respond to this RFI/Sources Sought announcement by submitting all of the items below. Please limit your responses to the information being requested only. Any technical questions and inquiries may be submitted with your response.
1) Contractor Information.

2) NAICS Codes and Size of Business associated - Small Businesses please provide the socioeconomic status (veteran-owned, woman-owned, etc.).
3) If the services can be obtained from an existing Government contract vehicle, to include GSA or SeaPort-NxG, provide the applicable contract number.
4) A brief description of the capability and resources to meet the minimum specifications of the requirement. Standard company brochures and/or paraphrasing of the attached DRAFT PWS will not be considered sufficient to demonstrate the capabilities of an interested party.
Firms interested in providing information in response to this RFI/Sources Sought are requested to provide the above information to Rhonda Davis at rhonda.r.davis4.civ@us.navy.mil by 11:00 AM EDT on 10 September 2026. The subject line of the e-mail shall read: Air Traffic Controllers, NSGB, Cuba.
Submissions shall not exceed 5 single sided pages in length.
