NOTICE OF INTENT (NOI)This is not a request for quotes.The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government¿s intent to award a sole source, firm-fixed priced contract to Southeastern Grasslands Institute for the Fern Glade Plant Inventory at the Cahaba River NWR, AL. per the Performance Work Statement.This contract action is for commercial services under NAICS code 115310, Support Activities for Forestry for which the agency intends to award with only one source under Authority, FAR 13.501(a)b), Simplified Acquisition procedures.The contractor shall furnish all personnel, equipment, transportation, GPS units, data collection materials, and technical expertise necessary to complete the inventory. Surveys will encompass Fern Glade proper, adjacent woodland communities, forest-glade ecotones, and associated microhabitats that contribute to overall species diversity. To maximize detection of species exhibiting different flowering, fruiting, and vegetative periods, the contractor is required to conduct a minimum of six field visits during the growing seasons. Survey timing should include the phenological windows of spring, early summer, late summer, and fall.FWS anticipates work to begin between October 2026 through December 2027. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement.
