The Department of Justice, Federal Bureau of Investigation (FBI) issued a Request for Proposals (RFP) No. SHOP-PR-001071 for the award of multiple indefinite-delivery, indefinite-quantity contracts to provide various types of tactical equipment and related incidental services. The contract, known as the Strategic Tactical Equipment Acquisition and Logistics (STEAL) contract, will supply FBI field offices and headquarters with equipment including survival gear, tactical equipment, protective eyewear, vision enhancing equipment, scuba gear, escalation of force equipment, and air purification devices. The contract includes a base ordering period of one year with four one-year option periods. Award will be made on a best-value tradeoff basis considering technical, past performance, and price factors, with technical and past performance combined being significantly more important than price.
