FCI Gilmer, part of the Federal Bureau of Prisons in Glenville, WV, is seeking quotations for a broad range of kosher and halal food products and related food service supplies for the first quarter of fiscal year 2027. - Government Buyer: - Federal Bureau of Prisons, FCI Gilmer, Glenville, WV - Managed by the Department of Justice - Products Requested: - Extensive list of kosher and halal-certified food items, including: - Kosher cereals, coffee, dressings, oatmeal, jelly, sardines, vegetable juice - Halal and kosher prepared meals (beef goulash, pot roast, filet of sole, roasted chicken, cheese omelet, chicken cacciatore, turkey cutlet, vegetarian meals) - Bulk meats (beef patties, ground beef, chicken leg quarters, boneless chicken breast, fish fillets, turkey roast) - Dairy products (butter, cheddar cheese, mozzarella cheese, cottage cheese, sour cream, non-fat dry milk) - Bakery items (whole wheat bread, hamburger buns, hot dog buns, tortilla flour) - Spices, beans, vegetables, rice, pasta, oils, sugar, and other staples - Cleaning supplies (Sunburst degreaser, sanitizer, pot & pan cleaner, rinse aid) - Food service disposables (beard covers, hair nets, paper bags) - Quantities range from hundreds to hundreds of thousands of units (e.g., 236,000 kosher whole milk 1/2 pint servings, 40,668 taco shells, 18,000 pounds of chicken breast) - Unique/Notable Requirements: - All food items must be kosher or halal certified where applicable - Weekly deliveries required for certain dairy and bread products - Strict packaging, labeling, and quality standards - Delivery is FOB destination to FCI Gilmer; no deliveries before quarter start - Vendors must be registered in SAM and submit quotes electronically - No specific OEMs or brand names are mentioned; products are generic and certification-focused.

Dear Offeror:

This solicitation package has been provided for your consideration.  This RFQ is for Food Service items.  This solicitation is due in the Contracting Office no later than 4:00 p.m., September 8, 2026.

The following MUST be completed before your offer can be accepted:

Representations and Certifications:  Please ensure that your registration is active and up to date in the new on-line System for Award Management.  The link is www.sam.gov.  Submission of your offer constitutes compliance.

Standard Form (SF) 18 – Request for Quotation.  Please complete blocks 11, 13, 14, 15, 16 of the SF 18 and the attached quote sheets (Please include offeror name & UEI number in header section of quote sheets).  Please include your email address and UEI number in block 11b.  Original signatures are required on quotes submitted.                                                                                                     

The Government shall award by line item to responsive/responsible vendor(s) whose offer conforms to the solicitation and are considered to be most advantageous to the Government. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.) will be considered approximately equal in value to price.  Award will be acceptance of your offer, therefore, ensure all requirements can be satisfied in terms of quantity required, delivery dates, specifications, packaging, labeling, and invoicing procedures, etc., prior to quoting on the item(s).   All awardees that do not meet the requirements of the RFQ will be noted and utilized as Past Performance Information and the information may be shared with other Bureau of Prison facilities. 

All prices to be FOB destination.  Deliveries are expected from October 1, 2026, through October 31, 2026, except dairy and bread which will be weekly deliveries for the quarter.  The amounts requested for milk and bread are only estimates for the quarter. The weekly amount may vary each week as it will be based on the institutional need.  No deliveries will be accepted prior to October 1, 2026.
