1. INTRODUCTION & PURPOSE

This Special Notice is issued solely for market research, information, and planning purposes—it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). There is no commitment by the Government to issue a solicitation, make awards, or pay for any costs incurred by respondents in preparing responses to this notice.

The U.S. Army Corps of Engineers (USACE) Europe District (NAU) querying the commercial marketplace to gauge industry capabilities, technical maturity, commercial availability, and execution strategies regarding Industrialized Construction (IC) and alternative construction methodologies.

The objective of this market survey is to obtain strategic industry feedback to operationalize recent Department of the Army policy directives aimed at accelerating infrastructure delivery, reducing initial capital costs, and increasing real property portfolio flexibility.

2. BACKGROUND & STRATEGIC INTENT

In accordance with the Department of the Army Memorandum (Facility Construction Policy Implementing Installation Resilience through Industrialized Construction (IC) Methodologies), the Army is transforming how it plans, designs, and constructs facility assets.

Traditional design-bid-build processes and on-site construction methods are too slow and costly to keep pace with modem operational requirements. The intent is to accelerate the delivery of critical infrastructure, reduce initial capital costs, and increase the flexibility of the Army's real property portfolio to meet rapidly evolving warfighter requirements.

Historically, Army facilities have been engineered for 50-year lifespans, often becoming functionally obsolete before structurally deficient. Moving forward, facilities will be designed to optimize an approximately 25-year lifespan. This provides strategic agility to align with supported platforms and enables rapid recapitalization by allowing structures to be repurposed or relocated as missions change. As a result, the Army seeks to transition to modern Industrialized Construction methodologies targeting:

50% faster delivery timeline compared to traditional construction. 30% reduction in initial capital costs. Optimization for an approximate 25-year facility lifespan (moving away from traditional 50-year engineering baselines) to enable strategic agility, rapid recapitalization, repurposing, or relocation as operational missions evolve.

3. TOPICS OF INTEREST: IC METHODOLOGIES & FACILITY APPLICATIONS

NAU is specifically seeking industry capabilities and technical feedback regarding five (5) primary alternative construction methodologies (Ref: ASA IE&E Memo, Para 3.a–e) as applied to three (3) key facility categories (Ref: ASA IE&E Memo, Para 5.a–c), though application to other repeatable facility types is also welcomed.

A. Directed Alternative Construction Methodologies (Memo Para 3.a–e)

Volumetric Modular Construction: Off-site manufactured three-dimensional volumetric units transported and assembled on-site. Kit of Parts (Panelized) / Pre-Cast Systems: Prefabricated components, wall panels, and structural assemblies designed for specific building configurations. Pre-Engineered Metal Buildings (PEMB): Standardized, scalable steel structural systems. Tension Fabric Structures (TFS): Rapidly deployable aluminum or steel-framed engineered fabric structures. Additive Manufacturing (3D Printing): Automated, on-site or near-site concrete/composite 3D printing systems.

B. Primary Target Facility Applications (Memo Para 5.a–c)

Category 1: Aircraft Hangars (Para 5.a) Primary Focus: Application of Tension Fabric Structures (TFS) providing clear-span workspaces and environmental protection, erected in a fraction of traditional construction timelines. Category 2: Maintenance Facilities (Para 5.b) Primary Focus: Application of Pre-Engineered Metal Buildings (PEMB) or Panelized Steel Structures capable of supporting heavy-duty overhead cranes while standardizing procurement and accelerating erection. Category 3: Barracks, Child Development Centers (CDCs), Kennels, & Repeatable Buildings (Para 5.c) Primary Focus: Application of Volumetric Modular Construction, Kit of Parts, or Additive Manufacturing (3D Printing) offering high off-site quality control, enhanced thermal performance, and rapid occupancy turnaround.

4. CORE CAPABILITY & EXPERIENCE INQUIRIES ("THE PULSE")

Interested sources are requested to provide clear, concise responses to the following core inquiries:

Section A: Firm Overview & Strategic Alignment

General Capability: Briefly describe your firm’s primary business model, technical focus, manufacturing capacity (if applicable), and experience operating as a prime contractor or key technology partner in Industrialized Construction. Target Scope & Capacity: What is your firm’s ideal project scale (e.g., square footage, dollar value, or unit volume per year) for delivering IC solutions?

Section B: Technical Evaluation of Methodologies (Memo 3.a–e vs 5.a–c)

Methodology Alignment: Detail your firm’s specific capabilities and execution track record in one or more of the following: -Volumetric Modular -Kit of Parts / Panelized Pre-Cast -Pre-Engineered Metal Buildings (PEMB) -Tension Fabric Structures (TFS) -Additive Manufacturing (3D Printing)   Facility Application & Suitability: How well do your IC methodologies integrate with the designated facility types (Hangars, Maintenance Shops, Barracks/CDCs/Repeatable Structures)? What technical modifications or building code considerations are critical for DoD adoption? Are there other facility types that are not included in this announcement that your firm believes would be good candidates for IC methodologies?   25-Year Lifespan & Flexibility Optimization: With the Department of War’s stated objective of reducing the expected lifespan of these facilities to be constructed from 50 years to 25 years in order to achieve lower investment and maintenance costs,  do you believe that the IC construction methodologies contemplated by this memorandum are viable delivery methods to meet the 25 year life span expectation? How do the IC methodology capabilities that your company possesses a 25-year optimized lifecycle? Discuss disassembly, relocation, structural repurposing, and recapitalization advantages of your system compared to traditional 50-year brick-and-mortar builds.

Section C: Cost, Schedule, & Delivery Optimization

Speed & Cost Metrics: How can your firm achieve or approach the Army's benchmark goals of 50% faster delivery and a 30% cost reduction? Supply Chain & Logistics: What are the key supply chain, manufacturing lead time, or transportation constraints associated with scaling your IC methodology across domestic (CONUS) and/or overseas (OCONUS) military installations? Contracting & Delivery Models: What project delivery models best support your manufacturing and installation workflows?

Section D: Sourced Experience & Project History

Provide up to three (3) representative project examples completed within the past five (5) years demonstrating successful implementation of IC methodologies. For each project, specify:

Facility type and delivery methodology utilized (from Para 3.a–e). Timeline comparison (design/fabrication/erection time vs traditional estimated baseline). Cost performance and life-cycle/re-use features. Key lessons learned and recommendations for Government adoption.
