The U.S. Army Corps of Engineers, Portland District, is seeking a contractor to provide comprehensive elevator maintenance services at John Day Dam in Sherman County, Oregon.

- Documentation and reporting (baseline inspection reports, maintenance plans, emergency procedures, service visit reports)
- Compliance with ASME A17.1, A17.2, Oregon and Washington state codes, and CMMC Level 1 certification
- Licensed elevator mechanics required for both Oregon and Washington

- Maintenance for each of the following elevators (12 months each, renewable for up to 5 years):

- Powerhouse Bay 9
- North Spillway Non-Overflow DSQ

- Navigation Lock (North Fish Pumps)
- Navigation Lock (South Tower)

- Optional non-routine elevator maintenance services

- 24/7/365 emergency response with strict response times
- Use of OEM-compatible parts
- Compliance with safety, security, and environmental standards
- CMMC Level 1 cybersecurity certification

Description

This is a solicitation for commercial services prepared in accordance with the format in Revolutionary Far Overhaul (RFO) Part 12.202(b).

Solicitation W9127N26QA114 is issued as a RFQ for full-service elevator maintenance contract at John Day Dam. Eight (8) elevators at John Day Dam require routine preventative maintenance including cleaning, inspection, lubrication, adjustment, calibration, repair, replacement, testing, and documentation. Offerors must be capable of maintaining 24/7/365 availability to respond to emergency situations and be able to arrive on site no later than three hours in some emergency response situations. The current contract, W9127N21P0125, expires 31 SEP 2026.

This solicitation is issued under NAICS Code 811310 - Commercial and Industrial Machinery and Equipment Repair with a size standard of $12.5 million. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible to quote/receive an award.
