PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE

This Notice of Intent is to inform all parties the Department of Veterans Affairs, Office of Acquisition, Logistics, and Construction (OALC), Regional Procurement Office West (RPOW), Network Contracting Office (NCO) 21 intends to award a sole source delivery order to Bracco Diagnostics Inc., 510 Carnegie Center, Suite 300, Princeton, NJ for the procurement of Rubidium (Rb 82) generators, infusion system leasing, and associated consumables required to support Cardiac PET imaging for clinical operations.

The procurement is necessary to ensure continuity of care and to maintain compatibility with the VA s existing Bracco CardioGen 82 systems, infusion components, and elution protocols. The VA Northern California Health Care System (VANCHCS) Mather requires a continuous supply of generator produced radioisotope. The contractor shall provide Rb 82 generators, infusion system support, cart lease services, patient lines, and any additional items needed to ensure optimal clinical functionality for VANCHCS Mather, CA. Delivery of the Rb 82 generator will occur approximately nine times per year. The infusion system and all required materials and supplies will be furnished under the delivery order.

The Contractor shall furnish all equipment, materials, and supplies necessary for Generator delivery.

Note this is an estimate per monthly use.

These supplies directly support the VA s approved Cardiac PET program and are proprietary to Bracco Diagnostics Inc., which is the OEM for the CardioGen 82 Rb 82 generator and associated elution system components.

VA s Gray Market Items terms and conditions apply pursuant to VAAR 852.212-71 Gray Market Items and VAAR 852.212-72 Gray Market and Counterfeit Items. As a result, vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the items identified to be eligible for participation with this acquisition. Vendor must be able to provide the documentation that demonstrates such aforementioned authority.

The associated North America Classification Systems (NAICS) Code is 325412 (Pharmaceutical Preparation Manufacturing) and the Business Size Standard is 1,300 employees.

The solicitation for this action will be posted to beta.sam.gov and all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. After consideration, the Government will determine whether to proceed with the sole source acquisition. Please keep in mind that patient care and choice in the decision is the highest priority to the VA.
