Description
The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Planning and Evaluation (ASPE), intends to negotiate and award a sole source purchase order to:

This acquisition is being conducted pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 41 U.S.C. § 3304(a)(1).
The purpose of this acquisition is to purchase the 2025 American Hospital Association (AHA) Annual Survey of Hospital Data, updating ASPE's information to the latest year available. ASPE uses these data for health policy studies involving provider market structure, hospital concentration, hospital systems, and staffing capacity, including analyses supporting Reports to Congress assigned to ASPE and required under Section 109 of the No Surprises Act. The contractor shall provide ASPE the required hospital-level dataset and make the data file available through a web portal or other secure means.
The Government has determined that the source identified above is the only responsible source capable of satisfying this requirement. The AHA Annual Survey Database is the only national database identified by ASPE that provides updated hospital system identification necessary to treat hospitals belonging to a system within a geographic area as a single entity. The CMS hospital Cost Report, the other national hospital-level database identified in the Statement of Need, does not provide the system-level identification required to aggregate individual hospitals to their associated systems.
The AHA Annual Survey Database is also the only national hospital-level dataset identified in the Statement of Need that is updated annually and provides the range of information required for ASPE projects. The database includes up to 1,000 data fields for approximately 6,500 hospitals, including organizational structure, facility and service lines, inpatient and outpatient utilization, physician arrangements, staffing, corporate and purchasing affiliations, teaching status, geographic indicators, and cross-reference identifiers. Required fields include hospital county, ZIP code, service category, profit status, number of admissions, system membership, and detailed staffing data. ASPE has purchased this data annually for several consecutive years to maintain timely access to these required data elements.
This notice is not a request for competitive proposals. However, any responsible source that believes it possesses the capability to satisfy the Government's requirement may submit a capability statement with sufficient technical documentation demonstrating its ability to provide a national, annually updated hospital-level dataset meeting all required data elements, including hospital system identification and detailed hospital and staffing characteristics.
Responses to this notice must be submitted electronically to the Contract Specialist identified in the SAM.gov notice by the date and time specified therein.
A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
Offerors must be registered in the System for Award Management (SAM) and maintain an active registration to be eligible for award.
