The Naval Research Laboratory (NRL), specifically the Naval Center for Space Technology and Spacecraft Engineering Division, is seeking contractor support for the SPAce & Spacecraft Systems DEsign II (SPADE II) program. - Government Buyer: - Naval Research Laboratory (NRL) - Naval Center for Space Technology - Spacecraft Engineering Division - Scope of Services: - Aerospace engineering and technical services for space systems, subsystems, communication systems, tracking systems, and related equipment - Design, development, testing, integration, launch, and on-orbit support for spacecraft and hypersonic systems - Mechanical and electrical design, thermal control, reaction control systems, launch vehicle integration, and new technology development - Mission assurance, quality control, contamination control, and facilities/logistics support - Personnel Requirements: - Multiple engineering and technician labor categories (e.g., Project Manager, Systems Engineer, Aerospace Engineer, Missile Systems Engineer, Assembly Technician, Mechanical/Electrical/Structural Engineers, Quality Assurance, Facilities Technician, Technical Writer, Cost Analyst, Administrative Specialist) - Most senior roles require Top Secret clearance and 15+ years of relevant aerospace experience - Other roles require Secret clearance and varying levels of experience (from 3 to 20 years) - Unique/Notable Requirements: - Extensive experience in aerospace hardware design, development, testing, and quality assurance - NASA certification for harness assembly technicians - Access to government facilities and ability to meet security clearance requirements - Monthly status, cost, labor, and technical reporting - No specific OEMs, vendors, products, or part numbers are mentioned; the requirement is for highly qualified personnel and technical services. - Opportunity is a recompete and currently in the Request for Information (RFI) stage, open to all business sizes with potential for small business set-aside.

Description

The Spacecraft Engineering Division at the Naval Research Laboratory (NRL) requires contractor support in the field of space system and aerospace engineering and technical services. The contractor will provide personnel, supplies, materials, equipment, and administration, and will provide the engineering research and development required to develop, document, maintain, and enhance NRL space systems / subsystems, communication systems, tracking systems, and other related equipment and systems. The place of performance is Washington, DC. See attached draft statement of work and associated attachments. 

NRL is posting a Request for Information (RFI) and seeking potential sources for planning purposes only. This notice is not a formal Request for Proposal (RFP).  No awards will be made from the responses to this announcement. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this notice or NRL’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Inquiries for additional information other than that provided herein will receive no response. 

Previous Effort:

This action is a re-compete to previously awarded NRL contract No. N00173-22-C-6002, awarded to KBR Wyle Services, LLC.

Objective:

The Naval Research Laboratory’s (NRL) Spacecraft Engineering Division is inquiring potential sources that are capable of providing the requirements outlined in the attached draft Statement of Work.

Contractor Response:

This is an initial posting related to this potential requirement. The intent of this Source Sought is to gauge industry interest, small business interest, capabilities and relevant experience to support NRL personnel in performing the task areas listed above.  A small business set-aside decision may be made as a result of the responses to this RFI.

A draft Statement of Work is immediately shared for potential sources review and consideration when reviewing this posting and completing their Capability Statement.

If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information in the form of a Capabilities Statement:

Business name and address; Name of company representative, business title and email; Telephone number, address, and e-mail address of POC Large or Small Business Size and Type of Small Business (if applicable); Cage Code;  UEID Number; Interested businesses should submit a brief Capabilities Statement package (no more than ten pages) demonstrating its ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable.
