Purpose: Department of Veterans Affairs SURGICAL OPERATIONAL EFFICIENCY SPECIALISTS HOU VAMC

In an effort to enhance competition, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Firms possessing the necessary capacity are encouraged to provide a response.

Results of the preliminary market research will be used to determine the potential future solicitation s set-aside requirement.

This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract.

Scope Summary:

Houston VAMC requests a full-service program supplying Surgical Operational Efficiency Specialist (SOES) to support minimally invasive surgical (MIS) procedures and the reprocessing of MIS-related instruments for locations within MEDVAMC including the Main Operating Room, Urology Clinic, ENT Clinic, Speech Pathology, Anesthesia, Cardiology Cath Lab, Pulmonary Bronch Lab, and the Sterile Processing Department at MEDVAMC. SOES responsibilities: coordinate the repairs and exchange of equipment with various manufacturers organize and processes equipment in areas specified by MEDVAMC.
inventory organization of all equipment within rooms as indicated and required by MEDVAMC to maintain proper reporting and record keeping of all inventory. receive and process damaged or excess equipment as well as keep inventory as specified. facilitate the maintenance of any and all calibrations, certifications, repairs, parts, services for covered devices Expert video / equipment maintenance, inspection, function and supply checks, transport and set up to enhance video / equipment on-time availability and preparedness for quick OR turn-over, OR assignment changes and at peak surgical volumes. provide all inspection, testing, preventive maintenance, and minor repair (sharpening, dent removal, straightening, lubrication, polishing distal window, insulation testing) services including related supplies and minor replacement parts prohibited from performing or participating in direct patient contact, opening of sterile supplies, handling of any prescription or non-prescription medication for any purpose, advising staff or surgeons on the use of any medical devices in a medical procedure and sterilizing any instrument or device or validating the sterility of any instrument or device. work closely with MEDVAMC BioMed Department to ensure all equipment is maintained in the OR and clinical areas
