The U.S. Army at Fort Stewart, through the MICC-FT Stewart KO Directorate of Contracting, is soliciting aerial ignition/burn services to support prescribed burning and natural resource missions at Fort Stewart and Hunter Army Airfield, Georgia. - Government Buyer: - U.S. Army, Fort Stewart - MICC-FT Stewart KO Directorate of Contracting - OEMs and Vendors: - No specific OEMs or vendors are named; however, the helicopter must be equivalent to a Bell B-III or above - Plastic Sphere Dispenser (PSD) machines specified as Premo MK model - Products/Services Requested: - Exclusive-use, contractor-operated and maintained helicopter (Bell B-III equivalent or above) with turbine engine, avionics, and safety equipment - Qualified contracted pilot with FAA commercial pilot certificate and required experience - Two Premo MK model PSD machines (one installed, one spare) - Aerial burning services totaling 115 hours per year, with 35 additional optional hours per year, for a base year and two option years - Helicopter flight services for aerial ignition, wildfire monitoring, reconnaissance, and boundary surveillance - Unique or Notable Requirements: - Helicopter must be based at MidCoast Regional Airport, Hinesville, GA - Minimum of 115,000 acres to be burned annually - 181-day exclusive use period each year (December 1 to May 31) - Small business set-aside (including HUBZone, SDVOSB, WOSB) - Compliance with FAA, FAR, and DFARS requirements - Electronic invoicing via WAWF - Offerors must be registered and active in SAM

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W9124M-27-Q-A001 is issued as a request for quotation (RFQ) for Aerial Ignition/burn in support of Ft Stewart DPW forestry efforts.

This Solicitation is 100% set-aside for Small Business. The NAICS Code is 115310 –Support Activities for Forestry and the business size standard is $12 million.

The Contracting Office is seeking to purchase services for a fully contractor operated and maintained, exclusive use helicopter to support the Fort Stewart Forestry Branch prescribed burning mission at Fort Stewart/Hunter Army Airfield (FSGA/HAAF), Georgia. The Performance Work Statement (PWS) is included.

The contract period of performance (POP) will begin as shown in the schedule. Any award resulting from this solicitation will be issued on Standard Form 1449. The Government anticipates a Firm-Fixed Price contract consisting of a base and two 1-year option periods.

NOTE: To receive an award resulting from this solicitation, Offerors MUST be registered and active in the System for Award Management (SAM).
