Quarterly Institutional Food Products Solicitation for USP Atlanta

The Federal Bureau of Prisons, USP Atlanta, is seeking quarterly subsistence food products for institutional use. - Government Buyer: - Federal Bureau of Prisons, USP Atlanta (Department of Justice) - OEMs and Vendors: - No specific OEMs or brands are named; products must meet USDA and CID standards, and be sourced from the USA or Canada - Products Requested: - Wide range of food items including meats (beef, chicken, pork, turkey), fish fillets, cheeses (cheddar, mozzarella), eggs, tofu, beans (multiple types), vegetables (canned and dry), cereals, pasta, condiments (mayonnaise, ketchup, mustard, peanut butter), and flour - Quantities range from 224 cases (e.g., canned beans, vegetables) up to 15,000 pounds (e.g., chicken leg quarters) - Detailed specifications for each item, such as USDA grades, IMPS codes, portion sizes, packaging requirements, freshness (products must be 6 months or younger upon delivery), and origin (USA or Canada) - Unique or Notable Requirements: - Strict adherence to product standards (e.g., USDA grades, IMPS codes, CID specifications) - Packaging must protect product quality and meet minimum thickness requirements - Freshness and age requirements for meats and other perishables - Delivery scheduled between October 1 and October 15, over a two-week period, Monday through Friday, excluding Federal Holidays - No religious exemption labeling for turkey products - Lot numbers required on cheese bags; sample photos required for certain meats - All products must be free from animal byproducts where specified (e.g., tofu) - Evaluation factors include past performance and price, with past performance weighted higher - Small Business Restriction: - Procurement is restricted to small businesses; bidders must be registered in SAM.gov

Description

Enclosed is a combined synopsis/solicitation package prepared by the Federal Bureau of Prisons Acquisition office. The Federal Bureau of Prisons, Federal Correctional Institution-Atlanta GA intends to issue solicitation 15B30126Q00000027. This solicitation is for the acquisition of QUARTERLY SUBSISTENCE food products for our facility. Our physical location is Federal Correctional Institution, Atlanta, 601 McDonough BLVD SE, Atlanta, GA 30315. This package contains all the necessary information for submitting a request for quote for evaluation. 100% restricted for small businesses.      

In submitting the request for quote, please consider all information provided herein. Carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote.  

All potential bidder(s) are advised that this solicitation includes the clause FAR 52.212-4 (DEV) for commercial items. Bidder(s) should include their Unique Entity ID (UEI) number in their offers. As of October 2012, all vendors participating shall be registered in the SAM website www.sam.gov. The contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's UIE number into the SAM database. The government reserves the right to award item by item, or in groups of items, or in aggregate, whichever is most advantageous to the Government. Excess items over the exact quantity ordered will be returned at the contractor's expense or retained without compensation to the contractor.  

Offers shall be received on or before the deadline of September 04, 2026 at 4:00 PM Eastern Standard Time. The only method of receipt is Email:  l3butler@bop.gov.  Once your quote has been received, I will respond via email stating "Received". If you do not receive a response, please verify the status of your submission via email.  

Please do not submit quotes to any other email other than the one listed above. Quotes received after the deadline will not be considered.  

Please place any questions you may have in writing by email to l3butler@bop.gov, email preferred. I will consider all questions received and provide responses, where appropriate. Please be sure to have read the cover letter, solicitation, specifications and delivery schedule, if the answer is addressed in those documents, you will not receive a response. If you are bidding alternate packaging and/or specifications it must clearly be marked and show what the differences are. You will be responsible for providing the correct prices to match our units of measurement. If you do not supply an item or meet the attached delivery schedule it will be noted as a performance issue. All quoted prices should not have more than two (2) decimal points. All orders over $15,000.00 will be placed on SF-1449. All orders under $15,000.00 will be placed on a Government Purchase Card unless otherwise authorized by the contracting officer. All Government purchase card and SF-1449 transactions are fill or kill. 

The evaluation factors are past performance and price. Past performance will be rated higher than price. The Government will award to the responsible bidder(s) whose offer conforms to the solicitation and is considered to be the most advantageous to the Government. Goods are to be delivered from October 1, 2026 through October 15, 2026, Monday through Friday between 7:30 a.m. and 1:00 p.m., excluding Federal Holidays. Undelivered items are subject to cancellation. Failure to deliver within the established time frames will be considered as non-conformance under the terms of the contract.
