The U.S. Air Force Life Cycle Management Center at Hanscom Air Force Base is seeking to procure custom-fitted body armor solutions for its 66th Security Forces Squadron. - Government Buyer: - U.S. Air Force, Air Force Life Cycle Management Center, Operational Contracting Division, Hanscom Air Force Base - OEM Highlight: - Angel Armor is the Original Equipment Manufacturer (OEM) for the vest systems - Vendor: - DARBONNIER TACTICAL SUPPLY LLC (sole source distributor) - Products/Services Requested: - Thirty (30) Angel Armor 2.0 Vest Systems - Each system includes: - Custom-fitted carrier (black with white reflective POLICE badges and name tapes) - NIJ Level IIIA certified soft armor - Angel Armor Truth SNAP hard armor plates (308 Elite and Truth SNAP) - Accessory pouches - Custom badging - In-person sizing for 30 personnel at Hanscom AFB - 30-day fit guarantee for all vests - Unique/Notable Requirements: - All vests must be custom-fitted with in-person sizing at Hanscom AFB - Strict 30-day fit guarantee for proper fit and comfort - Only Angel Armor products are acceptable due to compatibility and certification requirements - Sole source procurement; only DARBONNIER TACTICAL SUPPLY LLC will be solicited

Description

This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to DARBONNIER TACTICAL SUPPLY LLC. 

The Hanscom Air Force Base 66th Security Forces Squadron (SFS) intends to award a sole source contract to acquire thirty (30) custom-fitted Angel Armor 2.0 vest systems, including carriers, soft armor, hard armor plates, accessory pouches, and custom badging.

The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1. Interested parties may submit responses (capability statement) to this notice by email to Brian Murphy at brian.murphy.50@us.af.mil and Rachyl Cushman at rachyl.cushman @us.af.mil no later than 11:00 AM EST on 9 September 2026. No other communications will be entertained.

This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information to be solicited. Although “proposal” and “offeror” are used in this Pre-solicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement IAW 10 U.S.C. 2304.
