The USDA Forest Service is seeking to procure specialized helicopter cargo hardware for wildland fire suppression operations. - Government Buyer: - United States Department of Agriculture (USDA) Forest Service - National Technology & Development Program - Products Requested: - Cargo Swivels, 6,000 lb capacity (NFES 0286) - Estimated annual quantity: 728 units - Technical requirements: shank-style hook, swivel body, pear-shaped link; safe working load 6,000 lbs; ultimate strength ≥22,500 lbs; must pass free rotation and load rotation tests; permanent markings required - First article testing: 3 units required for inspection - Lead Lines, 6,000 lb capacity, 12-foot (NFES 0380) - Estimated annual quantity: 266 units - Technical requirements: 6 x 19 flexible wire rope (1/2 to 9/16 inch diameter), eyelet hook, pear-shaped alloy steel link, two heavy-duty thimbles, plastic coating, swages; working load limit 6,000 lbs; ultimate strength 24,000 lbs; proof tested at 12,000 lbs; permanent metal tag with markings - Standard length: 12 feet (±3 inches) - First article testing: 3 units required for inspection - Unique/Notable Requirements: - First article testing and certification required for both products - Compliance with detailed technical specifications for materials, construction, and performance - Delivery to multiple Incident Support Cache locations nationwide - Emphasis on DEI and federal regulatory compliance - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation; products must meet USDA Forest Service specifications - Contract Structure: - Firm-fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract - Base year plus four option years - Total contract duration not to exceed five years and six months

Description

STATEMENT OF REQUIREMENT:

This requirement is for the purchase and delivery of an estimated quantity of  6,000 lb. capacity cargo swivels cataloged in the National Fire Equipment System as item NFES 0286 and an estimated quantity 6,000 lb capacity, 12’ lead lines cataloged in the National Fire Equipment System as item NFES 0380, to be delivered in various quantities to multiple Incident Support Cache locations nationwide.   

SCOPE:

This firm-fixed price, BASE + Four (4) Option Year IDIQ procurement contract shall provide all items to include FOB (Destination) shipping for the following:

(1) Provide three (3) units of each item for first article testing to the National Technology & Development Program (NTDP) within 14 days of date of award.  These units will be added to stock under FAR 52.209-4 (e )(1) authority, see page 13.

(2) Upon approval of first article testing, provide new cargo swivels and lead lines as described herein.  Exact items, quantities and shipment locations shall be determined at Delivery Order level.

(3) The contractor shall deliver all items via FOB (Destination) shipping to the appropriate National Incident Support Cache location(s) defined at the Delivery Order level.
