Metroparks Toledo is seeking professional Independent Cost Estimator (ICE) services for the Glass City Riverwalk Vistula RAISE Project in Toledo, Ohio. - Government Buyer: - Metropolitan Park District of the Toledo Area (Metroparks Toledo) - Project Scope: - Multi-modal transportation and place-making improvements across five areas and three bridges - Construction budget estimated at $24 million - Work includes demolition, shoreline stabilization, river access, floating docks, paving, retaining walls, railings, boardwalks, floating wetlands, storm drainage, utilities, native landscaping, irrigation, and site amenities (play structures, kayak launch, kiosks, restrooms, shelters, lighting, signage, benches, planters, tables, trash/recycling, dog waste stations, water fountains, bike racks, fix-it stations) - Services Requested: - Independent cost estimating, scheduling, risk management, and project facilitation - Validation of CMAR bids for each construction contract - Participation in meetings, development of cost estimates at design milestones, schedule development, constructability reviews, and innovation development - Notable Requirements: - ICE firms must have direct local construction bidding experience and proven national CMAR/CMGC experience - Preference for firms with Certified Cost Professionals, Certified Estimating Professionals, Earned Value Professionals, and/or Planning & Scheduling Professionals - Engineering companies or staff experienced only in traditional engineer's estimates are not sought - No OEMs or specific vendors are named in the solicitation - Period of Performance: - Services begin after contract award and continue through completion of final cost estimate and construction phases - Construction expected to start after final estimates and plans are delivered

The Metropolitan Park District of the Toledo Area (Metroparks Toledo) is seeking Letters of Interest from qualified firms to provide Independent Cost Estimating (ICE) services for the RAISE portion of the Glass City Riverwalk, Vistula Neighborhood Project in Toledo. The ICE will support the Construction Manager at Risk (CMAR) delivery method with third-party cost estimating, scheduling, and project facilitation. The project involves multi-modal transportation and place-making improvements across five areas and three bridges, with a construction budget of approximately $24 million. The ICE services will produce independent cost estimates and schedules to validate the CMAR bids.
