This Request for Quotations (RFQ) invites prospective respondents to submit quotations for supporting internal governance exploration and planning as Cowichan Tribes begin negotiating self-government. The successful applicant must have extensive experience working with First Nations in Canada and demonstrated knowledge of First Nations self-governance, First Nation – Crown negotiations, and Indigenous common law in Canada.
