DLPT5 Standard Setting Studies for Multiple Languages

The Defense Language Institute Foreign Language Center (DLIFLC) Language Proficiency Assessment Directorate (LPAD), part of the Department of Defense, is seeking a contractor to conduct Defense Language Proficiency Test 5 (DLPT5) standard setting studies. - Government Buyer: - Department of Defense - Defense Language Institute Foreign Language Center (DLIFLC) - Language Proficiency Assessment Directorate (LPAD) - Services Requested: - Conduct up to six DLPT5 standard setting studies in the base year, and up to six studies in each of six option years - Establish independent reading and listening cut scores for twelve languages: Bulgarian, Ukrainian, Portuguese, Japanese, Hebrew, Serbo-Croatian, Russian, French, Punjabi, Thai, and Korean - Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary - Deliver comprehensive analytical reports including cut scores, impact data, and recommendations - Submit monthly status reports, lists of panel experts, facilitators, study schedules, and confidentiality agreements - Provide a venue within 50 miles of Washington, D.C. with at least one plenary room and two acoustic breakout rooms - Ensure strict confidentiality, security, and OPSEC training compliance - Submit certificates of destruction for test materials and a quality control plan - Unique Requirements: - Studies must be conducted within a 50-mile radius of Washington, D.C. - Venue must support both plenary and breakout sessions with appropriate technology - Personnel must complete OPSEC training and adhere to confidentiality protocols - Deliverables include detailed analytical reports and destruction certification for sensitive materials - No specific OEMs or commercial vendors are named in the solicitation.

Description

Provide up to six Defense Language Proficiency Test 5 (DLPT5) standard setting studies in a base period and up to six studies in each of six option periods. Establish independent reading and listening cut scores across twelve specific language including Ukrainian,Russian,Korean, and French - with final deliverable consisting of comprehensive analytical reports. Performance will take place within 50 mile radius of Washington,D.C. and contain a minimum one plenary room and two seperate acoustic breakout rooms.
