Description
The 145th Airlift Wing Contracting office intends to award a sole source to Marvel Aero International for the purchase of an automated aircraft battery management system.
Pursuant to the Air Force Technical Order, the ABMS-10X system is the only authorized remote control and battery management software suite qualified for the automated tracking, deep-discharging, and cell thermal runaway protection of aircraft batteries on Christie charger/analyzers. The ABMS-10X system relies entirely on proprietary software, custom-engineered internal AB3K-M interface boards (NSN 5998-01-665-7822), and wiring harnesses owned and manufactured exclusively by Marvel Aero International, Inc. As such competing this requirement on the open market is not reasonable.
There will be no written solicitation issued. This procurement is being made pursuant to FAR 6.103-1(b), Only one responsible source and no other supplies or services will satisfy agency requirements. All qualified sources must respond no later than the date and time specified under General Information within this special notice.
A determination by the government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
