NOTICE: APC UPS Units

Description THIS IS A REQUEST FOR INFORMATION (RFI). This RFI is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or imply the Government’s intent to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. Response to this RFI is strictly voluntary and will be used to determine if there is adequate competition. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. All information received shall be safeguarded from unauthorized disclosure.  

Introduction Rome Research Site, NY requires six (6) APC UPS Units to replace existing APC/Schneider end of life (EOL) units.  Units will vary in size from 15 to 40 KvA and vary in battery uptime.  Government electricians will perform installation, ancillary service by APC or certified Original Equipment Manufacturer (OEM) is required to certify units are installed per OEM specifications and start the systems up. No third-party vendors will be accepted.

These units have to be installed and cut over from the old units to the new units in a very short outage time. Because of the criticality of the systems they support, the integration of another OEM unit will cause unnecessary delays and outage of critical systems. An engineering study was done to match the existing wiring to units that will require little to no changes in the configuration of input and distribution wiring. The existing APC wiring differs in many ways from standard configurations with additional over voltage and protect circuits which would need to be changed or eliminated with other OEMs.

The familiarity and training with the APC product line (including the new GVS units) by the installation engineers, operators and maintainers enhances the ability of the government to have a smooth transition from one unit to another with minimal downtime to affected systems.

This effort is to replace EOL APC units with like APC units in spaces where two units cannot simultaneously be installed and working for the transition in most cases, thus the need for units that will directly substitute with minimal manipulation of wiring.

Specific APC UPS models requested are attached.  

Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. It also does not apply to dual citizens who possess US citizenship, to include Naturalized citizens.  

Requirements Interested vendors are requested to respond to this RFI and provide the following information: a. Demonstration of the companies’ certified OEM status b. Companies business size c. Preliminary market research quote for all six (6) requested APC units
