The U.S. Geological Survey (USGS) Florence Bascom Geoscience Center is seeking a five-year Blanket Purchase Agreement (BPA) for laboratory services to analyze geologic samples. - Government Buyer: - U.S. Geological Survey (USGS), Florence Bascom Geoscience Center, National Acquisition Branch - Services Requested: - Preparation of rock samples (dry crushing, riffle splitting, pulverizing) - Geochemical analyses: - Instrumental Neutron Activation Analysis (INAA) - X-ray Fluorescence (XRF) with lithium metaborate/tetraborate fusion - Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) - Inductively Coupled Plasma Mass Spectrometry (ICP-MS) - Isotopic analyses: - Lead (Pb) by HR-ICP-MS - Samarium-Neodymium (Sm-Nd) - Strontium (Sr), Oxygen (O), Sulfur (S), Nitrogen (N), Carbon (C) - Mineralogical analyses: - X-ray Diffraction (XRD) - Semiquantitative and quantitative mineral identification and abundance (Rietveld method) - Amorphous material quantification - Notable Requirements: - Laboratory must be registered to ISO/IEC 17025:2017 quality standards (including ISO 9001:2015/ISO 9002) - QA/QC data must accompany results - Flexible sample quantities (estimated 130-410 samples/year) - Total contract ceiling of $200,000 over five years - Small business set-aside under NAICS 541380 - Vendors must be registered in SAM.gov - No specific OEMs or commercial vendors are named; all work must comply with the attached Statement of Work.

Description

USGS, Florence Bascom Geoscience Center (FBGC) is seeking to establish a BPA for 5 years, with no options to exercise and with no minimum or maximum amount or order per year or number of orders per year, to request for lab sample analysis service to process geologic samples and provide geochemical, mineralogical, and isotopic analyses. The laboratory must be registered to international quality standards through the International Organization for Standardization / International Electrotechnical Commission (ISO/IEC) 17025:2017 (including ISO 9001:2015 and ISO 9002 specifications). Calls issued as needed, not to exceed $200,000.00 over the period of five (5) years. Therefore, it is very important for the contractor to bid for unit price per sample, and the total price will be calculated from the total number of samples. The BPA calls will be processed as fixed Price Contracts. No funding will be obligated for BPA. All charges will be processed through obligations on BPA calls, and they will be fixed price contracts. Work shall be performed IAW attached SOW.This acquisition is a total small business set-aside. The NAICS code is 541380. The size standard is $19.5 million.A vendor must be registered at https://sam.gov/SAM/ to be awarded the contract.All responsible sources may submit a quotation which shall be considered by the agency.
