Title: Physical Vapor Deposition (PVD) Maintenance Services

Description

This is a Notice of Intent to award a sole source Firm-Fixed-Price (FFP) contract and is not a Request for Quotations (RFQ) or Request for Proposals (RFP).

Under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, the Department of the Treasury, Bureau of Engraving and Printing (BEP), intends to award a sole source Firm-Fixed-Price contract to:

Protec Surface Technologies S.R.L.

 The anticipated contract will consist of one (1) Base Year and four (4) one-year Option Periods. Services will be performed at the following BEP facilities:

Washington Currency Facility (DCF), Washington, DC Western Currency Facility (WCF), Fort Worth, TX

The contractor shall provide preventive maintenance, calibration, inspections, diagnostics, troubleshooting, emergency repair services, technical support for BEP-owned Physical Vapor Deposition (PVD) systems. Services shall be performed in accordance with the manufacturer's recommended maintenance procedures to ensure continued operational reliability, equipment performance, and system availability.

Based on market research, the Government has determined that Protec Surface Technologies S.R.L. is the only known source capable of providing these services. The PVD systems require proprietary equipment, software, diagnostics, maintenance procedures, and technical expertise unique to the Original Equipment Manufacturer (OEM). The Government is unaware of any other source capable of performing these services while maintaining the required operational integrity of the equipment.

Responses

This notice is not a solicitation. However, any responsible source that believes it can meet the Government's requirement may submit information demonstrating its capability to provide the required services.

At a minimum, the response shall demonstrate that the source is authorized by Protec Surface Technologies S.R.L. to service the IPC 1100 PVD machines and has authorized access to the proprietary software, diagnostics, technical data, maintenance procedures, and other OEM-controlled resources necessary to perform the required services without voiding the manufacturer's warranty.

The Government will not reimburse respondents for any costs associated with preparing or submitting a response.

If no responsible sources submit information sufficient to demonstrate the capability to meet the Government's requirement, the Government intends to proceed with a sole source award to Protec Surface Technologies S.R.L.
