The U.S. Air Force, 7th Civil Engineer Squadron at Dyess Air Force Base, Texas, is seeking a contractor for the replacement and commissioning of feeder protection relays at Substation Alpha, Building 11912. - Government Buyer: - U.S. Air Force, 7th Civil Engineer Squadron, Dyess AFB - OEMs and Vendors: - General Electric (GE) is the sole OEM referenced, specifically for the GE 850 and GE 760 Feeder Protection Relays - Products/Services Requested: - Installation, wiring, programming, and commissioning of two government-furnished GE 850 Feeder Protection Relays (part number: GE 850) - Replacement of existing GE 760 relays - Contractor must provide all labor, equipment, tools, materials, supervision, and coordination - Unique/Notable Requirements: - Programming of new relays must match settings of previously installed GE 760 relays (settings provided by Electrical shop) - Compliance with NEC, NETA, OSHA, NFPA, and other relevant standards - Coordination with Electrical shop for testing, commissioning, and power outages - Acceptance testing with witnesses from Electrical, Contracting, and R&O - Minimal disruption to base operations; after-hours or weekend work may be required at no additional cost - The government will supply the GE 850 relays; contractor is responsible for all installation and commissioning services

Description

This is a solicitation for the requirement of properly replacing the Substation Alpha Feeder Protection Relays at Building 11912 on Dyess AFB. The Contractor shall install (2) NEW GE 850 Feeder Protection Relays which are provided by the Government. The contractor shall install and wire in (2) new Feeder Protection Relays in accordance with NEC/ NETA standards. The Contractor shall program the (2) new Feeder protection relays to match programming of the previously installed GE 760 relays, via settings provided by the Electrical shop and test functionality without load. The Contractor shall coordinate with the Electrical shop prior to energizing the primary voltage for testing and commissioning. The Contractor shall commission and test the two new relays with full base load once installed with witnesses from Electrical, Contracting and R&O. The Contractor will coordinate with the Electrical Shop before conducting any power outages for acceptance tests if needed.
