The U.S. Coast Guard Aviation Logistics Center is seeking repair services and spare parts for the ARM, FIXED HOIST component used on MH-65 helicopters. - Government Buyer: - U.S. Coast Guard Aviation Logistics Center, Department of Homeland Security - OEMs and Vendors: - Airbus Helicopters France (OEM for ARM, FIXED HOIST) - Advantage Aviation Technologies, LLC (authorized repair vendor) - Products/Services Requested: - 8 units of ARM, FIXED HOIST (NSN 1680-14-393-8967, Part Number 366A84-0250-02) - Repair services for 8 ARM, FIXED HOIST components to OEM specifications - Test and evaluation services for incoming components, including determination of airworthiness and BER (Beyond Economical Repair) - Submission of failure data reports - Unique/Notable Requirements: - Repairs must be performed by an Airbus Helicopters France or USCG authorized facility - Repairs must meet OEM specifications, including corrosion treatment and replacement of defective parts - Quality certifications required: ISO 9001 or AS9100 - Repaired parts must be airworthy and properly certified - Test and evaluation must be completed within 15 days of receipt; repairs within 90 days - Sole source justification due to technical data restrictions; only Advantage Aviation Technologies is currently authorized for repairs

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QB0000205 is issued as a request for quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation.  All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Advantage aviation Technologies (CAGE Code: 6A6S2) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.
