The Federal Bureau of Investigation (FBI) is seeking to establish a Blanket Purchase Agreement (BPA) for Elevated Tactics Systems (ETS) to enhance tactical operations for its Aviation Support Unit (ASU) and CIRG Division. - Government Buyer: - Federal Bureau of Investigation (FBI) - Finance and Facilities Division, Procurement Section - Facilities Acquisition Unit - Products/Services Requested: - Elevated Tactics System Host Vehicle - 2025 or newer Ford 550 XL (Black, Regular Cab, 7.3L V8 Gas engine, 6.7L V8 Turbo Diesel Upgrade, 4x4 Wheel Drive) - Tactical modifications: Equipment Stowage Saddle Box, Side Deployment Rail (SDR), Side Assault System (SAS) with two sets of SAS Stringers, Trays & Running Boards, Wireless Remote Controller (WRC), In-Cab Control Pendant Connector, NIJ 3 Armored Windshield, Roll-Up Storage Door Equipment Boxes - Mobile Adjustable Ramp System (MARS) - Dual Extendable Hydraulic Ramp for simultaneous multi-story entry - Internally stowed extension, max height extension in <10 seconds - Aircraft grade aluminum, high strength steel, stainless steel fasteners, anodized aluminum components, truss framing, slip resistant traction grating, safety railing system, foldable/removable railing, accessory mount yokes, two rear access ladders, four system removal jacks, multi-angle extension ramp (adds 48 inches of deck) - Rear Deployment Deck (RDD) - Rear articulating stairway for high-speed access/evacuation - Large equipment storage saddle box for SAS, crew seating (up to 8), four lockable gear enclosures, rear tactical two-tier staircase - Elevated Tactic System (5 units over 5 years, one per year) - As specified in Statement of Work for each ordering period - Quantities: - 1 Host Vehicle, 1 MARS, 1 RDD (initial BPA) - 1 Elevated Tactic System per year for 5 years (total 5 units) - Unique/Notable Requirements: - All equipment must support high-threat, multi-level structural interventions - Emphasis on operator safety, rapid deployment, and elimination of tactical bottlenecks - Host vehicle must be a 2025 or newer Ford 550 XL with specific tactical modifications - Equipment must meet detailed technical specifications (e.g., NIJ 3 armored windshield, rapid ramp deployment, high-strength materials) - Estimated Contract Value: - $2,000,000 to $2,500,000 over 5 years - No specific OEMs or vendors are named in the documents; however, Ford is specified as the host vehicle manufacturer.

Description

The Federal Bureau of Investigation (FBI) requests a reliable vendor to supply One Single Ramp (OSR) and Rear Deployment Deck (RDD) Elevated Tactical System over a 5-year ordering period.  These Elevated Tactics Systems (ETS) systems shall maximize the FBI’s tactical advantage and operators’ safety during multi-level structural interventions by eliminating tactical bottlenecks of traditional ladders.  These non-negotiable capabilities are required to successfully execute high-threat, multi-level structural interventions.
