This announcement constitutes only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. The contractor shall provide parking assistance for parking an estimated 300 to 400 vehicles daily while maintaining the ability to increase the amounts as demand increases. The Parking Assistance for Disabled Services shall be intended to accommodate Veteran patients, their family members, and visitors. Background: Contracted Parking Assistance services have been in use for the past seven years at the 950 15th Street downtown facility. Performance Period: The period of performance is for an initial base year with the possibility of four one-year extension options (exercised at the government's discretion) if successful results are achieved per VA Augusta Health Care System evaluation. Type of Contract: This contract will be a Firm-Fixed-Priced Contract. Place of Performance: VA Augusta Health Care System has exclusively designated the South Lot (approximately 135 parking spaces) of 950 15th Street, Augusta GA 30901 for parking assistance services. The drop-off and pickup area for all patrons of the parking assistance service will take place at the Emergency Department Atrium/South Lot, accessible via the south lot entrance. THE 4:30 PM TO 6:00 PM PERIOD SHALL BE FOR RETRIEVING PREVIOUSLY PARKED VEHICLES ONLY GENERAL REQUIREMENTS Parking Attendant Booths: Contractor shall provide professional parking attendant booth(s), locking key cabinet(s). Lock boxes/key cabinets shall be mobile, for after-hours distribution of supplies. All signs shall be at least 30 x 30 inches; hand-written signs are not allowed. No Tipping Signs: Contractor shall provide and install a minimum of two (2) "No Tipping" signs at the parking assistance area. The policy shall be strictly enforced. Parking staff shall not accept tips; violation results in termination. Insurance Liability Signs: Contractor shall provide and install a minimum of two (2) signs for vehicle damage claims. Traffic Signage: Adequate signage shall direct traffic from the visitor parking lot entrance to drop-off locations. No signs shall be installed without prior guidance or written consent from the Contracting Officer or COR. Barriers: Suitable barriers shall be provided to prevent unauthorized use of designated parking lots. Uniforms: Staff shall wear neat, clean uniforms (collared shirt, khaki pants, black shoes). Uniforms shall be approved by the COR and include company and employee identification. Uniforms must be in good condition, properly fitted, and worn appropriately. Supervision: A full-time supervisor shall be designated to oversee operations, handle customer concerns, and coordinate with the COR. Disagreements with patrons shall be managed professionally, with escalation to VA Police if necessary. Personnel Responsibilities: The contractor shall provide workers' compensation, liability insurance, health exams, and handle all employment taxes. Personnel are considered employees of the contractor, not VA employees. Legal Compliance: All staff shall follow local, state, federal employment laws and union regulations. Overtime and holiday pay are the contractor’s responsibility and shall not be billed to the government. Service Standards: Staff shall ensure patrons do not wait more than five minutes for handicapped service and ten minutes for others. Vehicles shall be parked to maximize space, with safety zones maintained. Buses and large vehicles shall be directed to self-park. Key Security: All keys shall be secured in a lockable cabinet, always locked unless attended. Keys for unclaimed vehicles shall be turned over to VA Police with an inventory log. Vehicle Damage: The contractor shall be liable for damages caused during parking assistance. Claims shall be investigated and settled within 14 days, with immediate reporting of accidents or theft to VA Police.
